NATIONAL FOREIGN INTELLIGENCE BOARD
MEMORANDUM FOR:
IC/82/3351
23 February 1982
STAT
Office Of General Counsel
FROM Walter Elder
Executive Secretary
SUBJECT : DCID Revision
1. Attached for your review are the following draft DCID's:
Foreign Language Training Committee
Intelligence Information Handling Committee
Human Resources Committee
2. More are in the works.
3. Shortly, I shall ask for your views on the desirability of
publishing the DCID's in two volumes, one being a set of broad charters,
the second being the implementing procedures. The Security Committee, and
all its manuals, is the most likely candidate to bring this issue into
focus.
4. Before too long, we'll have a set of DCID's derived from, but
standing on their own, the existing NSCID series. I'll need your advice
on where we go from there.
WALTER ELDER
