This is a status report for your information. (U) 2. Work Completed: A new DCID on the Technology Transfer Intelligence Committee has been approved effective 3 December 1981. As a corollary to this action, the Committee on Exchanges has been disestablished and the relevant DCID has been rescinded. (U) A revised DCID on Security Policy Guidance on Liaison Relationships with Foreign Intelligence Organizations and Foreign Security Services has been approved effective 18 January 1982. (U) New DCID's on the National Foreign Intelligence Board and the National Foreign Intelligence Council have been approved effective 28 January 1982. As a corollary action, DCID 1/8 has been rescinded. (U) The Critical Collection Problems Committee has been disestablished, and the relevant DCID has been rescinded. (U) 3. Staff Actions Underway: A new DCID establishing the Critical Intelligence Problems Committee has been reviewed and circulated to NFIB/NFIC for comment. (U) A new DCID revising the charter for the Intelligence Research and Development Council has been reviewed and circulated to the Council members for comment. (U) 4. The Chairman; Human Resources Committee has revised the relevant DCID. It will be forwarded for your review with a recommendation that it be circulated to the Committee members for comment. (U) b. The Chairman, COMIREX, has completed a review of the relevant DCID. He and the Committee members agree that no substantive changes are called for. A draft incorporating editorial revisions will be forwarded for your consideration. (U) c. The Chairman, Intelligence Information Handling Committee, has a revised draft DCID which he will discuss with the Committee members at a seminar the week of 31 January 1982. (U) d. The Chairman, Security Committee, is reviewing the relevant DCID's, with particular attention to the impact of the recent NSC directive to the DCI. (U) e. The Chairman, DCID 1/2 Committee, is considering a revised draft DCID. (U) f. A new DCID establishing a Foreign Language Training Conmdttee is in the final stages of consultation and will be forwarded to your review. (U) Within CIA, the DDI has identified 17 directives in which he takes a direct interest. He asks that he be consulted on 42 of the 43 existing directives. Specific comments are due by mid-March. (U) The DDS&T has reviewed relevant DCID's and have found no reason to make substantive revisions. He is considering a draft DCID on NPIC, designed to stand in place of NSCID 1/8. (U) The NFIB/NFIC principals have been asked to provide general comments on the overall review exercise. To date, their contribution has been to comment on specific items as appropriate. (U) 5. Preliminary Judgments: All the DCID's are under review, and there is no reason to modify the original objective of constructing a series of DCI directives which will stand on their own, without NSCID's. Some issues may not be susceptible to final solutions; rtlit aspect of the exercise may become more prominent as we go along. So far, I am particularly encouraged by two things. One is the growing acceptance of the idea that the need for NSCID's has largely disappeared. This is not to denigrate the role of the NSC; it is a recognition of the explicit and comprehensive statement of DCI's authorities in the new executive order. The other is the willingness of the Intelligence Community to consider revisions by informal comment rather than formal concurrences.
