REFERENCE : 9 December 1981 Memo, Same Subject
1. Since my memorandum of early December on this subject, I have
been unable to detect any movement. (U)
2. The Intelligence Community has now been officially alerted of
the need to review the DCID's, and there is a stirring around the city.

3. Admiral Inman stressed at the NFIB meeting on 22 December 1981
that this would be an orderly process and that the principals should
make their views known to the undersigned. (U)
4. I am anxious that those with the primary interests retain the
initiative, and I believe that the best way to generate some momentum is
to provide a periodic status report to the DDCI and DCI. (U)
5. The first of these reports will go forward on 29 January 1982.
