MEMORANDUM FOR: Deputy Director
Intelligence Community Staff
FROM: Executive Secretary
National Foreign Intelligence Board
SUBJECT: Processing of the Director of Central Intelligence Directives
1. Harvey Ginsburg tells me that he talked with you while I was on leave
about publishing the DCIDs and that you wished to be assured that they had
been coordinated appropriately with the NFIB organizations. It is my
understanding after questioning members of Walt Elder's former staff--most of
the DCIDs had been completed before I assumed my current position a year
ago--that all the DCIDs were coordinated properly and were approvea by Deputy
Director of Central Intelligence McMahon. I can testify personally that such
was the case for the several I saw through to completion. I hope this
memorandum satisfies your concern.
2. I have redrafted the attached covering memorandum to the DCI to make
explicit that the DCIDs have been coordinated and approved by the DDC.
- 3. If I can be of additional assistance, please call on me.
Mark J. SUllivan, Jr.
