MEMORANDUM FOR: Executive Secretary, NFIB

SUBJECT: Proposed Revisions of DCIDs 1/4 and 1/15
1. At the IHC meeting of 11 March, concurrence on the IHC DCID, as
previously submitted to the DDC, was unanimous with the following two
exceptions:
a. The Committee adopted a minor amendment (proposed by CIA) in the
wording of subparagraph 3a which made no substantive change.
b. There was considerable concern over the exact wording of sub-
paragraph 3d dealing with data standards.
2. As a result, I tasked the members expressing concern to submit in
writing their proposals for amending subparagraph 3d within two weeks. The
next meeting of the Committee is 16 April. Final action on the proposed DCID
is postponed until that time with the understanding that all portions of the
proposed DCID were closed to further discussion or reconsideration with the
exception of subparagraph 3d.
3. I therefore anticipate presenting a final version of the DCID to you
on or about 19 April. I anticipate that it will have the unanimous concurrence
of all IHC member agencies, and that it will not differ in any substantive way
STAT from the draft previously submitted to the DDCI.
