SUBJECT : Draft DCID's on NFIB and NFIC
1. Action Requested: That you approve the attached draft DCID's as
suitable for circulation for informal comment.)
2. Background: The attached drafts are based entirely on the provisions
of Executive Order 12333, and they incor orate the language of the DCI's
memorandum of 9 March 1981 (attached).
There may be a change in the Department of Energy and Department of
Commerce representation, but this is not imminent and can be dealt with
at the appropriate time.F_
The primary advantage of circulating them for informal comment
will be to provide the principals with a chance to advance their general
views on these and other directives as you invited them to do at the
22 December 1981 Board meeting.)
On the other hand, the drafts introduce no new elements, and they
could be approved and issued as they stand. F1 -
DCID 1/8 can be rescinded after the new DCID's are issued.
3. Recommendation: That the Executive Secretary circulate the draft
DCID's for formal comment. F_

National Foreign Intelligence Board
Pursuant to the provisions of Section 102, the National Security Act of
1947, and Executive Order 12333, there is established a National Foreign
Intelligence Board (NFIB).
1. Mission
The NFIB will serve as the senior Intelligence Community advisory
instrumentality to the Director of Central Intelligence (DCI) on substantive
national intelligence topics.
2. Functions
The NFIB will advise the DCI on:
a. Production, review, and coordination of national foreign
intelligence.
b. Interagency exchanges of foreign intelligence information.
c. Arrangements with foreign governments on intelligence matters.
d. Protection of intelligence sources and methods.
e. Activities of common concern.
f. Such other matters as may be referred to it by the DCI.
3. Composition and Organization
The NFIB will be chaired by the DCI or his designated representative.
The NFIB will be composed of senior representatives of Intelligence
Community organizations involved mainly in the collection, processing, and
analysis of intelligence.

MEMORANDUM FOR NATIONAL FOREIGN INTELLIGENCE COMMUNITY
SUBJECT: Establishment of DCI Advisory Board and Council
1. Pending formal review and revision of Executive Order B12036,h1
have restructured the National Foreign Intelligence Board (NFIB) and ve
established a DCI National Foreign Intelligence Council (NFIC). These are
the senior advisory instrumentalities of the. Director of Central
intelligence.
2. The purpose, function, and membership of each instrumentality are
as follows:
o National Foreign Intelligence Board (NFIB)
The responsibility of the NFIB is to advise the Director of
Central Intelligence on the following matters in accordance with
Executive Order 12036:
a. Production, review, and coordination of national foreign
intelligence;
b. Interagency exchanges of foreign intelligence information;
c. Arrangements with,1foreign governments on intelligence
matters;
d. Protection of intelligence sources and methods;
e. Activities of common concern; and
f. Other matters referred to it by the Director of Central
Intelligence.

o DCI National Foreign Intelligence Council (NFIC)
The role of the NFIC is to assist and advise the Director of
Central Intelligence on matters concerning priorities for
national foreign intelligence, the National Foreign Intelligence
Program budget, and other matters as the Chairman may direct.
The membership is as follows:
* The chief intelligence production manager of the CIA will serve as
CIA member when the Vice Chairman is Acting Chairman.

direct support to the Director of Central Intelligence, these Committees
will advise and assist the NFIB and NFIC as appropriate.
