MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT: DCI Directive on National Photographic Interpretation
1. Action Requested: That you review the attached DCI directive for the
National Photographic Interpretation Center and approve its circulation to the
.National Foreign Intelligence Board for comments.
2. Background:
The revised directive results from consultation between CIA/DDS&T and the
Executive Secretary, NFIB/NFIC.
This is a service of common concern which has been provided by CIA for
more than 20 years. The directive continues this function. The issue of what
happens to the NSCID is left for later consideration.
A separate dialogue is under way with OGC about the philosophical status
of NSCIDs. That will continue without prejudice to my objective of
constructing an independent DCI directive series. Once that is done, then a
decision about the NSCIDs can be made at an appropriate level.
