MEMORANDUM FOR: Director of Central Intelligence
Deputy Director of Central Intelligence

SUBJECT: DCID for the Intelligence Producers Council (IPC)
1. Action Requested: Your approval of the accompanying directive.
2. Background: The IPC was chartered on 8 March 1982 by your memorandum to
NFIB. As its basic function, IPC is to be an advisory body to you and the IC Staff on
matters pertaining to the overall quality of intelligence production, which include
collection and processing issues as well as more strictly analytical topics. The IPC is an
authoritative body for this purpose, by reason of its members being senior managers of
the major intelligence production organizations (CIA, DIA, INR, and NSA).
3. The value of such a body has come to be generally recognized throughout the
Intelligence Community. PFIAB and the Congress are also aware of the IPC, and of its
role to encourage and improve coordination among producers for the more effective
production of intelligence.
4. Only two issues have been raised regarding the IPC charter. The first is the
appropriateness of reporting through the DDI when the IPC should be strictly Community
oriented. The second issue is that the military services desire to be members of the IPC.
5. Staff Position: Having the IPC report through the DDI was an outgrowth of the
perceived need to have a single senior officer be the principal advocate for the
producers, and is also a vestige of the Community role (DD/NFA) which previous DDIs
have had. We now believe that it is more appropriate and useful for the Chairman, IPC
to report directly to the DDCI on these matters, and the DCID makes this change. With
regard to military service membership, it is the opinion of CIA, INR, and NSA that the
IPC should be kept small and informal, and therefore it was conceived that DIA would
represent the services. DIA, on the other hand, feels it is appropriate to have service
membership. The DCID addresses this issue by stating that the military services may
attend as observers, thus paralleling the NFIB. I believe this is workable.
6. The substance of the IPC charter, particularly its mission and functions, have
apparently withstood the test of time over the past year. Consequently, we have made
no material changes beyond those described above.

7. Recommendation: I recommend that you approve the accompanying DCID. It
has been reviewed by the NFIB executive secretary. He and I agree that formal NFIB
review is not necessary, in that CIA, DIA, INR, NSA, the military services, the office of
the Deputy Under Secretary of Defense for Policy, and the IC Staff have had ample

MEMORANDUM FOR NATIONAL FOREIGN INTELLIGENCE BOARD
SUBJECT: The Intelligence Producers Council
1. Pursuant to the provisions of Section 102 of the National
Security Act of 1947 and the provisions of Section 1.5 of Executive
Order 12333, I hereby establish the Intelligence Producers Council
(IPC). The mission and functions of the IPC are described. below. The
IPC will report to me and the Deputy Director of Central Intelligence
(DDCI).,through the Deputy Director for Intelligence (DDI) who will
oversee the activities of the IPC and serve-as the principal. advocate
for the Intelligence Community production elements.
2. Mission
The IPC will assist and advise: the DCI in discharging those
duties and functions which relate to intelligence production; the DDI in
his role as principal advocate for production elements in the Intelligence
Community; Director, Intelligence Community Staff, on production-related
matters; the production managers in improving the overall efficiency of
the production process and the quality of the intelligence product by
providing a consultative forum to address issues of interagency concern.
3. Functions
a. Maintain the National Intelligence Topics (NITS) listing
and monitor the Intelligence Community's resp3nsiveness thereto. .
b. Identify means of improving intelligence production
programs and recommend new initiatives.
c. Monitor the intelligence producers' requirements for
intelligence information, and provide advice on collection'and
processing systems to meet the current and longer range needs of
the producers.
d. Participate, as appropriate, in assessments and evaluations
of proposed Intelligence Community collection systems and activities.
e. Participate in the Intelligence Community long-range
planning process.
f. Recommend policies and procedures on substantive intelligence
g. Provide producers' views on pertinent elements of the
National Foreign Intelligence Program.

4. Intelligence Community Responsibilities
Upon request from the IPC Chairman, Intelligence Community
elements shall, within established security safeguards, provide information
pertinent to the Council's mission and functions. The IPC will provide .
support to and receive advice and recommendations for action from Intelligence
Community entities, including committees, staffs and councils, as appropriate.
5. 'Composition and Organization
The DDI will designate the Chairman of the IPC....The members
of the Council will be representatives designated by NFIB principals
with major responsibilities in intelligence production. Subcommittees
and working groups will be established.as required. With the approval
of the DCI, the Council Chairman may invite representatives of relevant
US Government entities to participate as appropriate. The Council will
be supported by an Executive Secretariat.
