MEMORANDUM FOR THE NATIONAL FOREIGN INTELLIGENCE BOARD
SUBJECT: Establishment of DCI Critical Intelligence Problems Committee
1. Periodically, there are intelligence problems of a critical
nature which will require timely in-depth examinations by the Community
for the purpose of enhancing current all-source collection and production
efforts.
2. The DCI has established a new committee, the DCI Critical
Intelligence Problems Committee (CIPC), for the purpose of undertaking
these kinds of studies. The product of the CIPC should drive specific
actions, either through restructuring the collection/production efforts
within resources or through new initiatives requiring programming and
budgeting, reprogramming, or supplemental funding actions.
3. The Committee will be chaired by USN,
Director, ICS Office of Planning. Membership on the Committee will be
comprised of NFIB member representatives, nominated by the NFIB Principals
on a subject-by-subject basis. The decision not to have permanently
designated individuals as members is to ensure that the required Community
expertise on a given problem is made available only for the duration of
a specific study. I do not expect the CIPC to initiate studies on their
own. In addition, non-NFIB agencies; the Chairmen of the Production
Committees (STIC, WSSIC, JAEIC); the Chairmen of COMIREX, the SIGINT
Committee, and the Human Resources Committee; as well as the Intelligence
Community Staff's Office of Program and Budget Coordination; will be
invited by the Chairman, CIPC, to participate when appropriate to the
deliberations of the Committee.
4. Attached for your information is the Charter of the DCI Critical
Intelligence Problems Committee. I encourage your support to this
endeavor emphasizing that its success is highly dependent upon the
calibre of membership selected for each study.

CHARTER
DIRECTOR OF CENTRAL INTELLIGENCE
CRITICAL INTELLIGENCE PROBLEMS COMMITTEE
1. Mission
The mission of the Critical Intelligence Problems Committee
(CIPC), under the general guidance of the Director of Central Intelligence,
is to examine in-depth critical intelligence problems which are referred
to the CIPC by the Director of Central Intelligence in execution of his
responsibilities for planning, reviewing, and evaluating foreign intelligence
activities.
2. Functions
In response to requests from the Director of Central Intelligence,
the CIPC will conduct timely in-depth examinations of specific intelligence
problems to identify:
a. The specific intelligence requirements associated with
the critical intelligence problem.
b. Current and programmed collection and production resources
directed against the critical intelligence problem under review.
c. Adjustments in collection and production efforts which
could be accomplished within existing resources and the associated
impact such adjustments would have on responding to other priority
intelligence needs.
d. Options for new initiatives which could increase collection
and production efforts against the critical intelligence problem,
noting which options would require reprogramming or supplemental
funding.
3. Intelligence Community Responsibilities
Upon request of the Committee Chairman, Intelligence Community
organizations shall furnish to the Committee, within established security
safeguards, particular information or materials needed by the Committee
and pertinent to its functions.
4. Composition, Organization, and Rule of Procedure
The CIPC will operate under the provisions of DCID 1/3 except
as specifically modified herein. A permanent committee chairman will be
designated by the Director of Central Intelligence for the CIPC; he will

be supported by an Executive Secretary appointed from the Intelligence
Community Staff, and staff support for the CIPC will be provided by the
Intelligence Community Staff. The CIPC shall be comprised of Community
representatives appointed by the Director of Central Intelligence with
the advice of the NFIB Principals. This appointment will be on a study-
by-study basis depending upon the specific topics to be addressed by the
CIPC. The Chairman may invite non-NFIB member agencies to send represen-
tatives to participate as appropriate to the subject matter, and represen-
tatives of the Chairmen of the appropriate DCI Production and Collection
Committees may also participate at the request of the Chairman. A
representative of the Intelligence Community Staff's Office of Program
and Budget Coordination will be available to assist the Committee as
required. The Committee will meet at the call of the Chairman to respond
to specific DCI or DDCI requests.
