MEMORANDUM FOR NATIONAL FOREIGN INTELLIGENCE COUNCIL PRINCIPALS

SUBJECT: Revised DCI Directive on Espionage and
Counterintelligence Activities Abroad
REFERENCE: NFIB-5.1/95, 20 April 1984
_ 1. In consideration of responses received to date on the subject,
you are requested to send a representative to a working group meeting on
this subject to be chaired by the Executive Secretary in Room 5S09,
~.on 31 May 1984 at 1000 hours.
2. The purpose of this meeting will be to consider proposed changes
to the draft so that the Executive Secretary can make appropriate
recommendations to the DCI for his consideration.
3. Your representatives should be prepared to submit and justify
specific written changes to-the draft directive, and it would be most
helpful if the Executive Secretary could receive these proposals before
the meeting. The name of your representative should be forwarded to the
Executive Secretary to facilitate access to
