SUBJECT: DCI Directives- Espionage and Counterintelligence
1. Per our conversation, please consider the attached draft on
counterintelligence as a companion piece to the draft on espionage which I
sent you on 6 April 1982.
2. I don't see how we can handle both in one directive, and I don't
think we can finesse the espionage issue without getting into vast confusion
with overt intelligence collection.
3. There's another piece to the puzzle--an umbrella directive on
services of common concern. This should present no problem, and I'll send it
to you shortly.
4. At this point, my emphasis is on completing the Volume I series of
broad charters. The implementing details (Volume II) can wait.
5. I look forward to your comments on this and on the defector business.
