OO T - 6408R000400010003-3 25X1 25X1 ~X1 Approved For j P E~, r r I CIA-RDP02T06408Rb00400010003-3 INTRODUCTION Naval facilities at Polyarnyy include Polyarnyy Naval Base Polyarnyy Submarine Base (BE Guba Pala Naval Base and Ship Repair Yard , and Polyarnyy Naval Missile Storage Facility Kislaya (Figures 1, 2, and 3). The facilities are situated 16 nautical miles northeast of Murmansk at 69-13N 033-27E. The harbor is a narrow sheltered area between Ostrov Yekaterininskiy and the mainland. Both of the entrances to the harbor are protected by antisubmarine nets. (Item numbers are keyed to Figure 3.) POLYARNYY NAVAL BASE Although Polyarnyy Naval Base (Figure 4) is primarily an operating base for submarines, subchasers and mine sweepers are also based there. Operations Support Area. The operations support area for submarines contains an administration area, a steam- plant, 4 piers (items 5, 8, 9, and 10), extensive quayage, a probable torpedo storage area, and numerous support buildings. Polyarnyy Naval Base landing facilities consist of 3 piers (items 11, 25X113, and 14), an offshore wharf (item 15), and a marginal wharf (item 12). The entire support area is fenced. A pier (item 6) and an offshore wharf (item 7) are across the harbor on the southeastern shore of Ostrov Yekaterininskiy. Two other piers (items 3 and 4) are associated with the storage areas. POL Storage Area. The POL storage area is southwest of the operations support area and contains 13 large buried POL tanks, 8 groups of horizontal tanks, and a drum storage area. Two of the groups of small tanks are sheltered in earth cuts. A pipeline connects the tanks with a fueling wharf (item 16). A security fence encloses the area and 3 possible guard towers are located within the fence on high ground. Communications Facilities. Two communications fa- cilities are within the base. The east facility (Figure 6) contains at least 4 dipole antennas, a tower with a probable R-400 microwave antenna, and 4 support buildings. The western facility (Figure 7) contains a microwave tower 85 feet high, 3 dipole antennas, 4 support buildings, and several communications vans. Housing Areas. Extensive housing areas, with facilities ranging from 6-story buildings to wooden shacks, are located south of the operations support area. Thirteen new multistory quarters have been constructed since 1963. It 25X1eannot be determined whether any part of the area is civilian. Utilities. A high voltage line from the south supplies electricity. The power substation contains 2 transformers, 3 transformer oil storage tanks, a transformer maintenance building, and 3 other buildings. Seven coal-burning heating plants are in the area. The largest, located near the administration area, was being razed at the time of Mission Portions ofpowerlines and waterlines are shown on Figure 3. Water is suppliedvia a pumping station from a lake south of the base. GUBA PALA NAVAL BASE AND SHIP REPAIR YARD This installation, situated immediately southwest of Polyarnyy Naval Base, primarily provides maintenance for nuclear and conventional submarines. Facilities include 4 shop-type buildings, 6 piers (items 17, 18, and 20-23), a wharf (item 19), 8 breasting platforms, a heating plant, a probable degaussing station (Figure 8), and numerous support buildings. Auxiliaries which appear more or less permanently assigned include 2 floating drydocks, a Dnepr- class AR, an Atrek-class ASL, a Zeya-class YRSN, 4 work barges, and 2 floating cranes. Earth scarring and ditching on the western peninsula suggest that additional facilities will be built. POLYARNYY NAVAL MISSILE SUPPORT FACILITY KISLAYA This installation (Figures 9 and 10) is immediately east of Polyarnyy Naval Base on the south shore of Cuba Kislaya. Facilities consist of a pier (item 1) and an off- shore wharf (item 2). A secured area at the base of an escarpment and 5 build- ings. The secured area is dividedinto4 sections by fences. Numerous crates and a number of vehicles, including missile transporters, have been seen in the area.
