INTRODUCTION
This is one of a series of reports 1/, 2/, 3/ updating
NPIC/R-1065/b4, Shuang-cheng-tzu Missile Test Center,
China 4/. Covered in this report are the SSM Housing and
Support Area and the Operational Support Facilities which
are located between the Main Support Base and the SSM
Launch Facilities (Figure 1). The Operational Support
Facilities consist of the Revetted Storage Areas (Revetted
Storage and Handling Area and Revetted Storage Area
the SSM-SAM Assembly and Checkout Complex, and the
Probable Propellant Handling and Storage Area.
SUMMARY
The SSM Housing and Support Area and the Operational
Support Facilities have shown little change since
which was basis for NPIC/R-lOb5/b4 and is still
the best coverage of the facilities. No new facilities as
large or as elaborate as the older ones have been added,
but numerous areas of unidentified activity have become
evident. The previously reported area of unidentified
activity west-northwest of the Probable Propellant Handling
and Storage Area has been identified as containing a suspect
air liquefaction plant. The area was present in
and has grown slowly since then. The 7 areas of unidentified
activity near the SSM-SAM Assembly and Checkout Complex
are all new since 1965. It cannot be determined if any of
the new areas are related to the Operational Support
Facilities or if they perform unrelated functions.
All of the areas included in this report had been com-
pletely covered by the end of 1966 by good-quality KH-7
photography except the Probable Propellant Han-
dling and Storage Area and the area west-northwest of it.
All measurements given are in 5-foot increments.

SSM HOUSING AND
SUPPORT AREA
The SSM Housing and Support Area (Figures 2, 3, and
4) is located at 41-15N 100-19E, approximately 0.75 nautical
mile (nm) east of the access road serving the launch
complexes and approximately 1.5 nm east-southeast of
Launch Complex A. The area contains, as it did inl
a housing section, a water supply facility, an equip-
ment maintenance and storage section, and a meteorological
station (Meteorological Station 1). These facilities provide
direct support for the SSM launch complexes.
North-northwest of the housing section and between it
and the access road serving the launch complexes is an
observation paint. It consists of a building built into a
small hill and near the top of the hill. Aground scar
connects the point with Launch Complex A. Construction
may have begun on the point as early as
The number of buildings in the area has increased
since ~ for a total of approximately 50 buildings,
approximately 10 new since0. Some of the build-
ings have also been enlarged since that time. A few small
structures have been removed and most of the fences have
also been removed. The buildup that has taken place in
this area has been more gradual than that observed at
Launch Complexes B and D. 1/
There has been a considerable increase in land used
for garden plots throughout the area. To support these
plots, at least 4 water holes were excavated and irrigation
canals were constructed. Within the housing section some

of the garden plots have been removed and some attempt
at landscaping has been made. The number of basketball
courts has also increased.
Table 1 gives observed activity at the SSM Housing and
Support Area by mission and can be used with Table A-1
in 1/ which gives observed activity at
Launch Complex A. The ~ transporter-erector and
the transporter-trailer observed in the motor pool
on are the same size
and type as those observed at Launch Complexes A and D.

The housing section contains barracks, probable hous-
ing, barracks/storage, messhalls (1 probable}, unidentified
buildings, probable storage, a heatplant, and a guardhouse
(items 1-14, Figure 4). Wings were added to the messhall,

Those 2 buildings appear to be connected to the
buildings on either side (items 9 and 12).
The largest new building and 1 of the largest in the
area is the C-shaped probable administration building
(item 15) located between the housing section and the equip-
ment maintenance section. The center section of the build-
ing is 3 stories high and may be used to observe activities
at Launch Complex B. Evidence of digging for a foundation

was first observed on coverage. Construction 25X1
apparently started on this building at the same time as the
construction of Launch Complex B and the modification to
Launch Complex C. The building was still under construc-

The water supply facility is in the northeast part of the
area and contains a water tower, a pumphause, and an 25X1
earth-mounded water tank (items 1b-18}.
The equipment maintenance and storage section con-
tains equipment maintenance and storage buildings, storage
and probable storage, and a guardhouse (items 19-26). A
grease rack is at 1 end of the section and a new parking
apron at the other. Awing was added to the equipment

The meteorological station contains a balloon launch
platform, unidentified buildings, adrive-in building, a bun-
ker, an earth-mounded tank, administration and possible

station contains 5 weather instrumentation shelters (item

REVETTED STORAGE AREAS
Two revetted storage areas are located 9.0 nm north-
east of the Main Support Base. The area located at
41-07N 100-16E is called the Revetted Storage and Handling
Area; the other, located at 41-07N 100-15E, is called the
Revetted Storage Area.
Revetted Storage and Handling Area
The Revetted Storage and Handling Area (Figures 5, 6,
and 7) contains approximately 12 buildings, 1 new since
Since that time also, 1 building has been torn
down, a small wall and sidewalks have been added to the
barracks/administration buildings, atank-like structure
has been constructed, the fence around part of the support
facilities has been removed, and a portion of the concrete
hardstand near the handling building has been darkened in
tone or removed. The garden plot has also been enlarged.
Activity was observed on
when b tents and several possible vehicles/pieces of equip-
ment were present. This is the only time that tents and
vehicles have been observed within this area and is 10 days
Supporting facilities for the area include 2 barracks`
administration buildings (items 1 and 2, Figure 7), a heat-
plant (item 3), 2earth-mounded water tanks (items 4), a
pumphouse (item 5), and a water tower (item 6). One of

The main portion of the area is separately secured and
well lighted. A guardhouse (item $) is at the entrance and
guard towers (items 9) are at each corner.
The handling building (item 10) is at the approximate
center and is surrounded by a concrete hardstand. The
northwestern part of the building is approximately 10 feet
high and the southeastern part approximately 15 feet high.
Overhead handling devices are at each end and lightning
arresters on each side. The small building at the end of
the hardstand may be used for storage.
The storage structure in the northwesternmost corner
(item 12} is revetted and has alightningarrester. Touching
the building is a domed cylindrical-type structure similar
to that at Moskva SAM Storage Site 6, USSR. The next
structure (item 13) is a drive-in, earth-mounded, round
bunker.
All of the remaining storage buildings (items 14-18)
are revetted, fronted by a concrete hardstand, and have
at least 1 lightning arrester each. Two of the buildings
(items 15 and 17) have overhead handling devices and
all but 1 (item 18) have covered entrances.
Revetted Storage Area
The Revetted Storage Area (Figures 8, 9, and 10) is
approximately 0.5 nm west of the Revetted Storage and

Handling Area. The entire area is secured and lighted
and contains approximately 15 buildings, 2 of them new
and 1 extended since0 Also since that time, 1 25X1

There are still no garden plots in the area.

SSM-SAM ASSEMBLY AND CHECKOUT
COMPLEX
The SSM-SAM Assembly and Checkout Complex (Figures
11, 12, and 13} is located at 41-06N 100-16E, 7.5 nm north-
east of the Main Support Base. It consists of a Housing and
Support Area, the SSM Assembly and Checkout Area, and
the SAM Assembly and Checkout Area. All areas are
served by rail and concrete road and are well lighted.
(Lights are not shown for the housing area.)
The complex contains approximately 70 buildings, 8 of
them new and 1 extended since ~, Also since that
time, a concrete road has been built to serve 2 of the new
buildings, the rail line in the SSM area has been extended
slightly, and i building in the SAM area has been torn down.
One of the turns in the road in the SSM area has been made
wider by being filled in and the number of arden plots in
the complex has increased greatly since
Hous+ng and Support Area
The Housing and Support Area contains approximately
30 buildings. The northern portion of the area contains
barracks, housing, messhalls, and support buildings (items
1-7, Figure 13}. On the northern side of the rail line is a
rail transfer paint and a motor pool (items 8-12) with a
grease rack. On the southern side of the rail line is another
transfer point with storage buildings (items 13-16) and a
liquid unloading and storage facility (items 17-19}. Items
17-19 are connected by pipeline. Opposite the pumphouse
(item 19}next to the loop road is a fuel pump. The function
of the building (item 20) enclosed by the other loop road
is undetermined.
The 4 buildings in the southern part of the area are
dissimilar in size and shape. Three of them (items 21-23)
were constructed between The fourth
(item 24}was built in
A small heatplant (item 25) supplies the northern part
of the housing and support area while the large heatplant
(item 26} supplies the remainder of the complex. Earth-
mounded tanks (items 27), a pumphouse (item 28), and a
water tower (item 29) are the water supply facilities for
the complex. A tank-like structure (item 30)near the pump
or valve house has awedge-shaped cut in it. The object is
new since ~ and is similar to one at the Revetted
Storage and Handling Area.
On ~~ coverage the northern part of the area and

the semiburied tanks and pump or valve house were secured.
They no longer appear to be secured.
SSM Assembly and Checkout Area
The SSM Assembly and Checkout Area is secured and
contains approximately 10 buildings and a soccer field.
Three rail spurs serve the area and 1 of the spurs enters
the assembly and checkout building (item 1). The spur at
the western end of the area was extended beyond the fence
between)
The assembly and checkout building consists of a tall
gable-roofed portion and a low flat-roofed portion. The
small building next to it {item 2} was extended between
Item 5 is a small, high (approximately 20 to 25 feet)
building and its function is undetermined. There is a
similar building (item 15) in the SAM Assembly and Check-
out Area and another in the Probable Propellant Handling
and Storage Area.
The other buildings (items 2-4 and 6-8) around the
assembly and checkout building are possibly or probably
storage.
Two equipment sheds (items 9) are next to the equipment
maintenance building (item 10). Buildings identical to these
are found in the SAM Assembly and Checkout Area and in
the SSM Housing and Support Area. It is on the large con-
crete hardstand opposite the equipment and maintenance
building that numerous vehicles/pieces of equipment have
been observed. A grease rack is on the road opposite the
eastern equipment shed.
The northernmost building (item 11) is probably a hori-
zontal engine test cell and is similar to a building at the
operational support facility of Chin-hsi Cruise Missile
Launch Site. At 1 end is an open extension containing a
blast deflector or flame bucket and on 1 side is a shed.
SAM Assembly and Checkout Area
The SAM Assembly and Checkout Area is secured and
contains approximately 30 buildings. A rail spur serves
1 building, the probable receiving and storage building
(item 1). South of that building is a probable storage build-
ing (item 2). The function of the next building (item 3} is

5 buildings (items 4-7) are all drive-through and are in a
straight line. An overhead handling device is located be-
tween buildings 6 and 7. The buildings probably are part of

the assembly and checkout procedure. The turnouts along
the road permit leaving the assembly and checkout line at
any point in the procedure if the line flows from east to
west. If the line flows from west to east, the turnouts per-
mit entry at any point.
Two of the revetted buildings (item 8) have overhead
handling devices. The third (item 9) does not.
Item 10 appears to be identical to item 7 except that it
has no overhead handling device. Also, it is not clear
whether the building fits into the assembly and checkout line.
The large revetted storage building (item 11) at the
western end of the area is frontedbya large concrete hard-
stand. A small unidentified object, new since C
is on each side of the hardstand. There is no building or
similar small objects at the adjacent hardstand and revet-
ment.
The small building (item 12) in the northeast corner
appears to have a stick mast on its roof. The 2 buildings
(items 13) along the southern road are probably storage.
Two buildings (items 14 and 16) provide possible housing
and an adjacent building (item 17} is possible storage. It
was built in Item 15 is identical to

item 5 in the SSM Assembly and Checkout Area.
The 5 equipment sheds (items 18) and the equipment
maintenance building (item 19) are identical to items 9 and
10 in the SSM Assembly and Checkout Area. Two grease ~!
racks are located on the eastern road leading to the buildings.
A stick mast approximately 85 feet high is on the roof
of a small building (item 20). The function of the building is ~
undetermined.
A small building north of 1 of the equipment sheds was

be determined if they are related to the SSM area, the SAM ,

PROBABLE PROPELLANT HANDLING AND
STORAGE AREA
The Probable Propellant Handling and Storage Area
(Figures 17 and 18) is 4.5 nm northeast of the Main Support
Base at 41-03N 100-13E. It is served by rail and concrete
roado Since four buildings have been added for a
total of approximately 20 buildings, 1 building has been ex-
tended, and a platform has been built opposite the new ex-
tension. The number of garden plots appears to be approxi-
mately the same as it was in
The maintenance section contains 3 single-story bar-
racks/storage buildings (items 1-3, Figure 18), 2 storage
buildings (items 4 and 5), and a possible heatplant (item 6).

The secured water supply facility contains apump-
house (item 7}, 2earth-mounded water tanks (items 8),
and a water tower (item 9). A water/waste treatment
facility is north of the area.
The operations section is well lighted and secured and
contains 11 buildings, 3 liquid unloading columns, 4 towers/
unloading columns, and 2 mounds. The largest building in
the section (item 10) was extended between
and a platform was built opposite the extension.
A stack is on the eastern side of the building and 2 towers/
unloading columns are on the western side. The towers/
unloading columns are connected to the building by a con-
veyer or pipeline.
The next building (item 11) is earth banked on the
eastern and southern sides and has a bay approximately
30 feet high at its northern end. A mound approximately
30 feet in diameter is south of the building and a mound
approximately 20 feet in diameter is northeast of the build-
ing.
The rail-through building (item 12) is flat roofed and
is approximately 20 feet high.
The building in the northwest corner of the section
(item 13) is adjacent to, but not touching, a concrete hard-
stand. On the other side of the building are 2 liquid unload-
ing columns. Rail cars are often located adjacent to these
columns.
The next concrete hardstand is opposite 1 unloading
column. On ~ coverage 4 unidentified objects are
located in the intervening space. It cannot be determined
if they are still present.
The next building (item 14) is not served by a concrete
apron. The next building (item 15}was built betwee~
The next 2 buildings (items lb and 17) share the same
parking apron. Two towers/unloading columns are located
apposite them.
Item 17 is connected to the next 2 buildings (items 18
and 19) by an overhead pipeline. The center building (item
18) has a stack or rod on its roof and is not served by a
concrete hardstand. The bunkered building (item 19) also
is not served by a concrete hardstand. It does have 4 en-
trances, each with a concrete apron, facing the rail line.
A flat-roofed building (item 20} approximately 20 or 25
feet high is located near the entrance to the section. It is
similar to 2 buildings in the SSM-SAM Assembly and Check-
out Complex. Item 21 is a guardhouse and item 22 is uniden-
tified.
A building (item 23) is located outside the fence at the
northern end of the section. It was built between

Suspect Air Liquefaction Plant
The previously reported area of unidentified activity
approximately 1 nm west-northwest of the Probable Pro-
pellant Handling and Storage Area can now be identified as
containing a suspect air liquefaction plant (Figures 17 and
19), a small barracks area, and a new area of unidentified
activity.
The suspect plant building (item 15) has vents on the
roof and tall windows along the sideo It and an adjacent
building (item 16) both have bilevel roofs with the b portion
in each case being the higher part. The suspect cooling
tower (item 9) was constructed between

pect cooling tower is connected by pipeline to a water tank
(item 10). Eight other buildings (items 8,11-14, 17-19) are
near the suspect plant building. There is no evidence of
cryogenic-type storage tanks and there is no rail line serv-

The small barracks area is east of the suspect plant
building and contains 2 single-story barracks (items 5 and
6), a messhall (item 7), and 3 other structures (items 2-4}.
A substation with a building (item 1)iseast of the barracks.
The new area of unidentified activity is located north-
east of the plant building. Items 20-22 are probably equip-
ment sheds and item 23 is a heatplant. The functions of the
remaining structures (items 24 and 25) cannot be determined.
