ALGERIAN-CUBAN ECONOMIC COMMITTEE ENDS SESSION

[Text] Yesterday the work of the Algerian-Cuban joint committee for the development of
economic and trade relations' closed. The minutes signed by the Algerian and Cuban trade
ministers reaffirm the will of both countries to strengthen their cooperation in the
economic and trade fields. The two parties agreed to increase their contacts in June,
which will enable their relations to be strengthened and deepened further.

AL-QADHDHAFI DISCUSSES LEBANON IN RALLY SPEECH

[Text] Palestinian, Lebanese, and Syrian-Arab brothers who work in Tripoli have staged
a march to the RCC Headquarters. They expressed their support for the Great 1 September
Revolution and its leader, the trustee of Arab nationalism. They expressed their support
for the honest and effective backing which the Libyan Arab Republic has given to the
progressive forces in Lebanon.
The trustee of Arab nationalism made a speech which he devoted to what is happening in
Lebanon. He began the speech by greeting the Palestinian, Lebanese, and Syrian Arab
brothers. He said: What is happening in Lebanon is not far removed from us since what
is happening in Lebanon is part of the battle which the nation is facing. The Lebanese
Arab people have surmounted the wall of fear and confronted the enemies of the masses as
their brothers in Libya did on 1 September 1969. He said: What has happened in Lebanon
is a healthy phenomenon and a true expression of the nature of the battle between the
Arab masses and their enemies. The Arab nationalist forces would have expressed this
same thing if they had had the oppprtunity.
The trustee of Arab nationalism referred to the attempts being carried out in Lebanon,
such as the cease-fire, the disarming of the nationalist forces, the attempt to achieve
a reconciliation between the unionists and isolationists, and the interpretation of the
events in Arab Lebanon in a way inconsistent with reality. He asserted that these attempts
are destined to fail because they run contrary to the inevitability of history and because
they are aimed at foiling the popular revolution which the nationalist progressive forces
in Lebanon have kindled. This revolution may expand or ignite other parts of the Arab
homeland in view of the nature of the Lebanese arena, which has a great influence.
Brother Col Mu'ammar al-Qadhdhafi added: Any act hostile against the Lebanese nationalist
progressive forces will in fact harm the Palestinian question, which is not a local but a
pan-Arab and world question. In this connection he addressed the Palestinian, Syrian, and
Lebanese Arab brothers, saying: The stand of the Libyan Arab Republic is clear to all.
We see no justification for a cease-fire with the enemy, who is still occupying the whole
of Palestine and parts of territories of fraternal Syria and Egypt.
He added: What is happening in Lebanon is a reflection of the restlessness of the Arab
people over the attempts to deceive the masses and to impose capitulationist solutions
on them.

For this reason, the Lebanese Arab masses, and above all the Arab Army of Lebanon,
must continue their progressive revolution to liquidate the reactionary isolationist
rightwing in- a way that will make Lebanon a solid land free of isolationists, because
Lebanon constitutes a starting position for thePalestinian revolution.
He said: The Arab Army of Lebanon is a phenomenon which cannot be destroyed. For this
reason, the Libyan Arab Republic has placed all of its resources on the side of the
nationalist forces and the Arab Army of Lebanon, with whom we side completely.
When a matter concerns fateful issues, we say to our Syrian, Lebanese, and Palestinian
allies and friends that we will not appease or be courteous to anyone. Thus, what is
required now is to open all fronts without exception for fedayeen action. We say to
the Arab countries whose territory is occupied that we will not interfere in their
tackling of their regional affairs, but we will adhere to our right to object when the
matter concerns the Palestine question.
The brother colonel reminded others of how Libya had given $1 billion to Egypt's
military effort and $500 million to Syria's military effort. Libya also contributed
scores of Mirage planes and a complete armored brigade with all of its tanks and
artillery to the Egyptian front and more than 100 (? T-62) tanks to the Syrian front
during the battle.
The brother colonel said: The Libyan Arab people, who sacrificed with these resources
at the time of the battle, are ready to sacrifice again if there is a battle for the
liberation of the Sinai and the Golan.

(text] Leader of the revolution Brother Colonel Mu'ammar al-Qadhdhaf i has stressed that
we are against terrorism and terrorists and that we support legitimate struggles for
freedom. This was contained in an interview conducted by (Gerald Simon) with the brother
colonel and shown on "independent television" on 23 March.
The brother colonel said: We support the Irish Republican Army's struggle to regain
independence. We support them because their struggle is a legitimate one. We support
them, but it is they who have chosen the way in which to regain their independence and
to rid themselves of British colonialism.
(Simon) asked about the brother colonel's view on fedayeen groups carrying out acts of
violence. The brother colonel stressed that we reject violence and that all mankind
should reject violence. However, when you do not have any other means to obtain your
rights, then you have an excuse when you resort to violence.
The leader of the revolution asked: Why is British public opinion against the struggle
of peoples for their right to freedom, such as the struggle of the Palestinian and Irish
peoples, even though these are just struggles? The leader of the revolution said: you
only support America and the racist regimes in Zimbabwe and South Africa.
