The talks covered a number of areas of concern to both countries, including the issues of unity and fields of cooperation as well as other issues of mutual interest in order to achieve the common goal of the peoples in their longing for liberation from backward- ness and colonialism. Following the two sides' affirmation of the need to stimulate cooperation by working for the implementation of agreements, they noted the importance of broadening this cooperation in accordance with the two countries' desire to consolidate relations. Al-Qadhdhafi Threatens Installation of USSR Missiles AUI11531 Rome ANSA in English 1518 GMT I I Feb 86 [Text] (ANSA) Rome, February I1 - Libyan leader Mu'ammar al-Qadhdhafi today urged the Italians to "get it into the Americans' heads" that, as long as "justice is not given to the Palestinian people, not only will there never be, peace in the Middle East, but world peace itself will always be in danger". In an interview published by the Turin daily, LA STAMPA, Al- Qadhdhafi said that, if the situation with the United States should "precipitate", "we would have what one might call a state of necessity" in which he would be forced to make a formal military alliance with the Soviet Union. "The result would be the installation in Libya of very modern long-range nuclear missiles", the Libyan leader said. "If these lethal weapons were installed,-all of Western Europe's missile arsenal would be automatically placed out of play". AI-Qadhdhafi also called once more for a summit between himself and Italy's prime minister, Bettino Craxi, a Socialist Party member. "You tell me that Craxi, a Socialist, might have difficulty in meeting me", he said. "But I think that, in order to make history, you sometimes have to have the courage not to pay too much attention to the day-to-day news". The interviewer reminded the Libyan leader that, after the Palestinian attacks which left 20 dead at Vienna and Rome's Fiumicino Airport on December 27, Craxi could hardly meet him unless Al-Qadhdhafi himself made some concrete gesture to pave the way, for example by urging the Palestinians to desist from actions of this kind against friendly countries. "I am against actions like Fiumicino and Vienna" he replied. "Among other things, they are meaningless. But I must remind that who are justly indignant (over the attacks) that... it is truly difficult to put oneself in the shoes of people chased from their own land, of young people who have seen their parents and little brothers murdered, guilty only of being Palestinians". "Those young people cannot make certain distinctions as the rest of us do. Who can proble their infinite desperation? However that may be, I will try to convince them to fight only in Palestine. On an agreement with Tel Aviv, he pointed out that the "Zionist entity, a body extraneous to the land of Palestine" will "never give up anything, but not a single brick" despite the "illusions" entertained by '"Arafat and some other gentlemen" that Israel may hand back the West Bank and Gaza. "So the fight must continue, because Israel gives us no possibility of making peace", he said. "Israel's very existence is the negation of peace". "(The Israelis) in fact always need to wage war because if the tension should one day fall, American aid would cease and infinite domestic contradictions would surface, so that everything would melt like wax in the fire". On oil prices he said Libya would defend its economic standing "tooth and nail", for example, "by freezing contracts and payements, or aligning payments with oil prices... or even sus- pending production for a year to make the barrel of oil return to its right price". Asking the interview to "underscore what I say here, it is very important", Al-Qadhdhafi also warned that if people going on working for lower oil prices, "the Gulf war will fatally worsen and suck in Saudi Arabia and the Emirates.
