Messaadia Resumes Talks With Libya's Jallud

[Text] Algerian-Libyan political talks were resumed this
afternoon at the party's headquarters under the chairmanship of
Brother Mohamed Cherif Messaadia, member of the Politburo
and the official in charge of the Permanent Secretariat of the
FLN Central Committee and Staff-Major Ahmad `Abd al-
Salam Jallud, member of the Libyan Revolutionary Command.
The talks covered a number of areas of concern to both countries,
including the issues of unity and fields of cooperation as well as
other issues of mutual interest in order to achieve the common
goal of the peoples in their longing for liberation from backward-
ness and colonialism.
Following the two sides' affirmation of the need to stimulate
cooperation by working for the implementation of agreements,
they noted the importance of broadening this cooperation in
accordance with the two countries' desire to consolidate relations.

secretary general of the FLN Party, this morning received Dr
Ahmed Taleb Ibrahimi, member of the Politburo and the minis-
ter of foreign affairs, before his departure for Paris as a special
envoy carrying a message from the brother president to the
French President Francois Mitterrand.
Cooperation Talks Held With Hungarian Delegation

[Text] Algiers, 11/02/86 (APS) - The Hungarian Planning
National Office state secretary Hoos Janos conferred Monday
with ministers of planning, All Oubouzar and heavy industry,
Salim Saadi. The talks were centered on relations of cooperation
and the preparation of the coming session of the Algerian-
Hungarian joint commission which is co-chaired by Salim Saadi
on the Algerian side.
Hoos Janos arrived here Monday at the head of a delegation for
a five-day visit to Algeria at the invitation of the Ministry of
Planning.
U.S. To Resume `Provocative Aggressive Maneuvers'

[Text] Washington, Jumada Athani 1, Feb 12, JAMAHIR-
IYAH NEWS AGENCY - The U.S. war ministry "The Pen-
tagon", announced on Monday that the 6th Fleet's aircraft and
ships will resume their terrorist aggressive manoeuvers at the
first minute of today's morning opposite the Libyan Arab shores.
The Pentagon said that the fleet's F-14 and F-18 fighter aircraft
and both aircraft carriers Coral Sea and Saratoga will start their
4 day manoeuvres in the southern Mediterranean.
REUTER quoted U.S. government's officials, who asked to
remain unidentified, as saying that any of the fleet's 32 war ships
currently operating in the Mediterranean waters do not intend to
sail in the Gulf of Sidra.
Al-Qadhdhafi Threatens Installation of USSR Missiles

[Text] (ANSA) Rome, February I1 - Libyan leader Mu'ammar
al-Qadhdhafi today urged the Italians to "get it into the
Americans' heads" that, as long as "justice is not given to the
Palestinian people, not only will there never be, peace in the
Middle East, but world peace itself will always be in danger".
In an interview published by the Turin daily, LA STAMPA, Al-
Qadhdhafi said that, if the situation with the United States
should "precipitate", "we would have what one might call a state
of necessity" in which he would be forced to make a formal
military alliance with the Soviet Union.
"The result would be the installation in Libya of very modern
long-range nuclear missiles", the Libyan leader said. "If these
lethal weapons were installed,-all of Western Europe's missile
arsenal would be automatically placed out of play".
AI-Qadhdhafi also called once more for a summit between
himself and Italy's prime minister, Bettino Craxi, a Socialist
Party member. "You tell me that Craxi, a Socialist, might have
difficulty in meeting me", he said. "But I think that, in order to
make history, you sometimes have to have the courage not to pay
too much attention to the day-to-day news".
The interviewer reminded the Libyan leader that, after the
Palestinian attacks which left 20 dead at Vienna and Rome's
Fiumicino Airport on December 27, Craxi could hardly meet him
unless Al-Qadhdhafi himself made some concrete gesture to pave
the way, for example by urging the Palestinians to desist from
actions of this kind against friendly countries.
"I am against actions like Fiumicino and Vienna" he replied.
"Among other things, they are meaningless. But I must remind
that who are justly indignant (over the attacks) that... it is truly
difficult to put oneself in the shoes of people chased from their
own land, of young people who have seen their parents and little
brothers murdered, guilty only of being Palestinians".
"Those young people cannot make certain distinctions as the rest
of us do. Who can proble their infinite desperation? However that
may be, I will try to convince them to fight only in Palestine. But
you Italians, you Europeans, should give me a hand...".

In other points, AI-Qadhdhafi discussed the chances for an
agreement.with Israel on the Middle East crisis, the effects of
the collapse in oil prices, and his view of U.S. President Ronald
Reagan.
On an agreement with Tel Aviv, he pointed out that the "Zionist
entity, a body extraneous to the land of Palestine" will "never
give up anything, but not a single brick" despite the "illusions"
entertained by '"Arafat and some other gentlemen" that Israel
may hand back the West Bank and Gaza. "So the fight must
continue, because Israel gives us no possibility of making peace",
he said. "Israel's very existence is the negation of peace".
"(The Israelis) in fact always need to wage war because if the
tension should one day fall, American aid would cease and
infinite domestic contradictions would surface, so that everything
would melt like wax in the fire".
On oil prices he said Libya would defend its economic standing
"tooth and nail", for example, "by freezing contracts and
payements, or aligning payments with oil prices... or even sus-
pending production for a year to make the barrel of oil return to
its right price".
Asking the interview to "underscore what I say here, it is very
important", Al-Qadhdhafi also warned that if people going on
working for lower oil prices, "the Gulf war will fatally worsen
and suck in Saudi Arabia and the Emirates. It would be a terrible
blaze".
On Reagan, he said, "I try in vain to find a reason for his
irresponsible attitudes". "When he was elected, we thought that
since he was old, he would be wise. We thought that an actor is
an artist so, as such, not a wicked man, but instead.... But maybe
the attack on his life, sickness and age have ruined his arteries. I
am also convinced his entourage has been infiltrated by Zionists
who profit from his senility. Thus, it would seem he wanted to
turn the Mediterranean into a film set... but the Mediterranean
is not Hollywood. Reagan's policy threatens peace. Reagan is
playing with fire".

U.S. To Protect Israeli Planes Over Mediterranean

has announced that U.S. Government has decided to give protec-

NEWS AGENCY - Terrorist Yitzhaq Rabin, the enemy's war
minister, announced that the U.S. Sixth Fleet will protect the
Israeli airliners on their routes from and to occupied Palestine.
In a speech addressing the Foreign and Security Committee of
the Zionist Knesset yesterday, he said that the Israeli airliners
will be safe thanks to the American 6th Fleet currently operating
in the Mediterranean.
Foreign Liaison Bureau Attacks U.S. Veto Abuse

AGENCY - The People's Committee for the Foreign Liaison
Bureau this morning summoned all ambassadors and heads of
diplomatic missions accredited to the Socialist People's Libyan
Arab Jamahiriyah. The People's Committee for the Foreign
Liaison Bureau informed the ambassadors and heads of diplo-
matic missions of Jamahiriyah's stand on the seriousness of veto
misuse by the American Government.
The committee pointed out that the latest American Administra-
tion veto was the third within a month of its kind against Security
Council decisions on Arab causes which constitute a blind bias
in favour of the Zionist enemy and serious abuse of veto right in
the Security Council primarily to maintain for the original
purpose of vesting this extraordinary right to some countries vas
to maintain international peace and security. ,entence as

The committee asserted that the United States used the veto to
undermine the principles, objectives and purposes of the United
Nations and against peoples victim of racism and Zionism.
America made itself the protector of every terroristic regime and
exploits international law for its self interest rendering the Secu-
rity Council impotent to fulfill its primary responsibility in the
maintenance of international peace and security.
The Socialist People's Libyan Arab Jamahiriyah called for the
need to take vigorous measures to put an end to American abuse
and violation of international law. It further called for a review
of the veto system.
Chadian Claims of Libyan Action Called `Untruthful'

[Text] Tripoli, 11 Feb (JANA) - Hissein Habre and his clique
have claimed in untruthful statements that the Jamahiriyah is
preparing to undertake military action in order to overrun Chad.
JANA's editor for African affairs has commented on these
claims, saying that it is ridiculous that the name of Libya is
thrown in whenever fighting between the Chadian tribes, which
are killing each other there, breaks out.
He stressed that it is not possible for the Jamahiriyah, which has
done so much to end the fratricide inside Chad and has made
