[Excerpts] Madrid, 9 Apr (EFE) - Libyan leader Mu'ammar
al-Qadhdhafi today threatened with "answering with strength"
against U.S. civilian and military installations throughout the
world, including the ones in Spain, if his country is attacked by
the United States.
"Any state, either Arab or European, which helps the United
States and its Sixth Fleet will be involved in the war," it was
stated by Al-Qadhdhafi during a news conference, according to
a report issued by the official Libyan agency JANA, which was
received in Madrid.
"Italy, Spain, the islands in the Mediterranean, or the Arab ports
which support the Sixth Fleet will be part of this war," it was
asserted by Qadhdhafi during a news conference with local and
foreign journalists.
Al-Qadhdhafi said, during the news conference held today in
Tripoli, that his government has prepared "a military confronta-
tion plan" given the United States' "statements and threats."
"The United States will fail in its warmongering adventure. If
they attack us again we will react strongly against U.S. civilian
and military installations in all the continents," he said, accord-
ing to JANA's version.
Al-Qadhdhafi said that if the United States attacks Libya, his
country will turn the Mediterranean into a "war zone, which will
include the countries in Southern Europe, and all the maritime
and air communications will be affected."
Al-Qadhdhafi said that the U.S. charges to the effect that Libya
is responsible for the recent attacks against U.S. interests "is an
old tune we always hear, however, the world has never seen any
evidence about these stories."
He added: "We are not responsible for these actions. We did
not give any orders to this effect, although if we are attacked, we
will do it."
Qadhdhafi said that he supports the proposal made by Soviet
leader, Mikhail Gorbachev, to withdraw foreign fleets from the
Mediterranean Sea and turning this sea in a zone of peace.
He said that Europepi-leftist groups had claimed responsibility
for the bombing in~'~Iest Berlin and that the Soviet Union reject
any attempt lace responsibility on states which have no
relation tot se explosion including Libya which announced that
it has no j'nk whatsoever with Berlin's bombing.

XINHUA: AL-QADHDHAFI ON U.S. 'THREATS,' SOVIET ASSISTANCE
OW100232
BEJING XINHUA IN ENGLISH 0206 GMT 10 APR 86
((TEXT)) CAIRO, APRIL 9 (XINHUA) -- LIBYAN LEADER MU'AMMAR
AL-QADHDHAFI TODAY DECLARED THAT LIBYA HAD DRAWN UP MILITARY
PLANS TO CONFRONT THE LATEST AMERICAN THREATS,
ACCORDING TO A REPORT FROM TRIPOLI.
AL-QADHDHAFI ANNOUNCED THIS DURING AN INTERVIEW HE GAVE
TO NEWS REPORTERS IN HIS BUNKER. IT WAS HIS FIRST
PRESS CONFERENCE SINCE THE CLASHES IN THE SIDRA GULF
WITH THE U.S.
HE SAID, IT IS AXIOMATIC THAT AMERICA WILL BE DEFEATED
MILITARILY IF THE U.S. LAUNCHED AGGRESSION AGAINST LIBYA.
"WE SHALL ESCALATE THE VIOLENCE AGAINST AMERICAN TARGETS,
CIVILIAN AND NON-CIVILION, THROUGHOUT THE WORLD,"
HE STATED.
AL-QADHDHAFI CLAIMED THAT LIBYA HAD CAPTURED SIX AMERICAN
PILOTS FROM PLANES SHOT DOWN, WHICH THE PENTAGON HAD
DENIED.
THE LIBYAN LEADER SAID THAT HE DID NOT EXPECT THE
SOVIETS TO AID LIBYA IF ANY FURTHER CONFRONTATION
WITH THE AMERICANS IS LIMITED TO THE MEDITERRANEAN
SEA.
BUT IF THE WAR SPREADS FURTHER, HE ADDED, THEN
NATURALLY THE SOVIET UNION WILL NOT STAND BY WITH ITS
HANDS TIED DURING A WAR INVOLVING A SUPERPOWER.
AL-QADHDHAFI'S TOP MILITARY COMMANDER HAD SAID LAST WEEK
THAT U.S. MISSILES HAD KILLED 56 PEOPLE IN THE LAST
MONTH'S CONFRONTATION IN THE SIDRA GULF.
AT A GRAND MASS RALLY OF 70,000 YOUNG PEOPLE IN
TRIPOLI LAST MONDAY, LIBYA'S NUMBER TWO MAN 'ABD
AL-SALAM JALLUD CALLED ON THE LIBYANS TO FIGHT AGAINST
THE AMERICANS AND "TO DIE IF NECESSARY".
