Introduction. The first meeting of the new DCI Technology Transfer Intelligence Committee (TTIC) was called to order by Chairman After some administrative matters were dealt with, all persons may attend TIC meetings as appropriate. :Members, Alternates, Staff and other Attendees present were introduced and welcomed. The Chairman asked that each NFIC agency limit its for,,Ial representation to one Member and one alternate, though other 2. Mission and Functions of TTIC. The Chairman discussed the responsibilities of TTIC, using for this purpose the Directive regarding the Committee approved by the DCI on 3 December. (See Tabled Document-3.) stressed TTIC's role as (a) focal point within the for the duration of particular assigned tasks. Members were invited to host TTIC meetings at their various headquarters, as is consistent with the Community nature of the work of the Committee. TTIC will have at least two subcommittees (the Co?runittee on Exchanges and I subcommittee on export control). The Subcommittees will be asked to draft their own charters, which TTIC will review and approve. Working Groups will be established as necessary, most of these continuing only Intelligence Community on all technology transfer issues, (b) a production committee, and (c) a vehicle for keeping the DCI, DDCI, and others advised. TTIC is intended to be the principal source of intelligence support for US Government entities charged with responsi- bility for policy formulation and action on technology transfer issues. 3. Modes of Operation. TTIC ordinarily will meet on the second Wednesday of-the month, with three-hour meetings beginning at 9:30 AM. Issues of Interest. A number of topic areas where the Committee will be involved were discussed. --.fir Interagency Intelligence Memorandum on "Technology Acquisition Efforts of the Soviet Intelligence Services" currently is being prepared by an interagency working group. The group's draft will be reviewed by TTIC before it is forwarded to the National Intelligence Council. A TTIC Working Group will be established to consider these natters, taking into account related work underway in the Scientific and Technical Intelligence Committee and will prepare recommendations for TFIC review. will take the lead; any interested Member but * particularly CIA, DIA, and State are invited to participate. The Executive Secretary should be contacted by volunteers by 31 January. --Mr. Denysyk, the Commerce Member, summarized developments related to the high Level COCOM meeting scheduled for the third week of January. He stressed the importance of good intelligence to the furthering of US export policy. For example, other COCOM members are more amenable to the strengthened controls sought by the US when intelligence can illustrate how the Soviets have used Western technology and commodities and incorporated these into their military capabilities. COMEX advises State and other US Government agencies regarding technology transfer and intelligence implications of ongoing and contemplated exchanges and commercial contacts. A fuller briefing regarding COMEX will be given at one of the next TTIC meetings. Some discussion prompted by the Army Member and others followed, dealing particularly with the COMEX role regarding the facilitation of collection activity. 7. Other questions and the ensuing discussion primarily addressed questions of procedures and modes of effective operation. The Chairman stressed that the Subcommittee would begin its activities with deliberation and care. Subcommittee "opinions" would be as comprehensive and complete as possible, and any 9. This new subcommittee is intended to provide the best Intelligence Community analysis available about the likely military, economic, and other impact of the export of particular commodities and technical data to communist countries. The aim is to support the deliberations in existing interagency mechanisms such as ACEP and EDAC, and some of the cases considered by the Subcommittee will come from requests and referrals from these organizations. Sensitive and complicated cases will be discussed in the Subcommittee itself; more routine cases will be handled by staff and in a subcommittee interagency working group. 10. Members were invited to nominate candidates for chairperson of the Subcommittee and to provide names of subcommittee members and * alternates to the Executive Secretary by 31 January. 11. Other Business. A number of other topics were addressed briefly: --Is there need for a third subcommittee to deal with illegal (including clandestine) acquisition of technology and related countermeasures? The advice of Members was solicited. The matter will be discussed further at the February TTIC meeting. --The Justice-chaired Interagency Working Group on Export Control Enforcement is being reactivated. will serve as an alternate representative from CIA. One prob em is to ensure that intelligence information and analysis is available to the enforcement community in a legal and appropriate fashion while also protecting as necessary sensitive intelligence sources and methods. Mr. Cinquegrana (Justice) spoke briefly regarding some of these activities and issues. The Chairman intends to establish a Working Group to explore ways for TTIC and its member agencies to better support the "enforcement community." (See TTIC-C-06.) Agencies interested in participating in a review of that report should contact the Executive Secretary. --Members of the Senate Select Committee on Intelligence have asked about the "status of improvement measures" outlined in the October 1981 Summary Report on Technology Transfer to Communist Countries and the Intelligence Community's Role and Effectiveness. Interest was expressed in the "resources and effort" currently being programmed and in "arrangements for information and support from other agencies to the Intelligence Community to deal with these problems. . (CIA) is taking the lead in developing a response to these questions. He will he in contact with members of the working group that helped prepare the SSCI stu( y. DIA) outlined briefly the status of the NATO technology transfer study and particularly the preparation of Defense/DIA papers for use in two of the international working groups. 12. Members' Continents. At the end of each meeting, the Chairman intends to "go around to he table," asking each Member for his comments, suggestions, observations. Some of these follow: --A recent exchange of letters between Deputy Secretary of Defense Carlucci and the Executive Officer of Science Magazine was mentioned. The exchange is entitled "Scientific Exchanges and U.S. National Security." (The letters subsequently were copied to COMEX members under COMEX-C-119.) --The usefulness of the new COJUiX ADP file was mentioned, as was the likely need for a new Community automated data base dealing with intelligence opinions on trade control cases. 4 Sanitized Copy Approved for Release 2011/08/17: CIA-RDP05CO1629ROO0701420011-2 Sanitized Copy Approved for Release 2011/08/17: CIA-RDP05CO1629R000701420011-2 --Given the length, complexity, and orientation of the Militarily Critical Technologies List and the COCOM'I lists, there is need to consider the desirability and feasibility of a shorter more useful list of critical technologies, highlighting those that are "unit{ue" in the United States and also flagging those that are most needed by the Soviets. --Tailored requirements and other guidances for collectors are needed, underscoring the particular needs for technology transfer related information. 13. Future Future Meetings. The February meeting will include status reports on the high-level COCOM meeting and on the NATO Technology Transfer Study. The Army Member suggested that it would be useful to have TTIC briefed regarding the range of customers for TTIC products and advice. The Chairman indicated that he would ask particular consumers to individually brief the Committee in the coming months.
