Stansfield Turner Director Central Intelligence Agency Washington, 17_ C. 20505 Before Sir Heinz Koeppler's premature death on April 1, 1979, he had mentioned to me that he had discussed with you the possibility of your participating as a guest lecturer in the "Institute for the Study of the Interaction of Foreign and Domestic Affairs" at Baylor University. This Institute has now proceeded for one year since his death in a fashion that would please him very much. The standards that he set-and the momentum that he provided for it are un- doubtedly responsible for the permanent place that it has assumed on our campus. This outcome would not surprise any Wilton Park participant. I would be very pleased if you would consider an invitation to participate in this Institute for one day some time during the upcoming academic year, 1980-81. I realize that your responsibilities are heavy ones but we would be willing to arrange our schedule in any way that would accommodate you. I look forward. to hearing from you at your convenience.
