hard for you to plan your life nine days ahead at this time,

Back about five-six years ago, I was program chairman two years in
a row for the "Fifth Naval District Naval Reserve Intelligence Seminar"
held at CINCLANTFLEET headquarters in Norfolk--a one-day special pro-
gram for all Naval Reserve Intelligence officers in the Fifth Naval
District.
Now, in my new capacity as Reserve Intelligence Area Coordinator for
Area 12, I am trying to revive that same old idea and for the same
basic purpose: to give these hardworking Reservists an opportunity
to hear VIP speakers on broad national security issues. We are call-
ing it the RIAC-12 Seminar. The date will be Saturda , 29 September
1979. The place will be. our RISC.-12, headquar.tersense Construc-
tion Supply Center (DCSC)., in Columbus, Ohio. RIAC-12 covers the
western half of Pennsylvania, plus Ohio, Indiana and Kentucky, and
we expect to have about 200 in the audience for our Seminar on 29
September, including some guests from nearby Army and Air Reserve
and Guard units. Everybody will have at least a "secret" clearance.
Most are officers, and many have VIP credentials themselves.
The purpose of this letter is to invite you to be one of our featured
VIP speakers. We hope to have several Navy flag officers including
a fleet commander, a senior flag officer from a service other than
the Navy to give us a "purple suit" perspective, and at least one
top civilian official from State, DOD or the NSC staff to give us
those perspectives.
Can you give us at least a tentative reply now? We are trying to
plan well ahead, in order to get firmly set on all relevant calendars.
We can offer no incentives other than to help us more effectively
implement the "Total Force" concept, so we hope that your budget
can cover you on this kind of trip. We can nail down VIP spaces at
the BOQ's at the DCSC and at nearby Rickenbacker AFB, for any de-
siring to remain overnight. Since most of our VIP guests will be

coming from Washington, we hope to arrange one government aircraft
for their roundtrip (any ideas?). On format, we will get past the
formalities in time to start the main program by 10:00 a.m. We
expect about six (6) VIP speakers with about 45 minutes each--start-
ing with a 30-minute talk and then a 15-minute Q&A. We will break
about 4:30, have a "happy hour" from about 5:00 to 6:00, then eat
dinner and wrap up with a final VIP after-dinner speaker. PLEASE
SAY YES--at least tentatively for now! We can haggle over details
later.
