MEMORANDUM FOR: Director of Central Intelligence

SUBJECT : Charter Legislation
1. This book contains two sets of material for your review
regarding Charter Legislation,
a. At the front are two folders which contain
the indices of Titles I and II. (Per the note attached
to these folders you will see that Title III of S.2525
has been merged into Title II, and Titles IV, V, and VI
are being worked by each agency (CIA, FBI, NSA) separately
with the SSCI and there is no Administration working group
index.)
? On the left side of each, folder is
the S,2525 index.
? On the right side of each folder, the
S.2525 index has been-marked up to
reflect the Administration's revised
index as forwarded to the SSCI this
month,
b. The second set of material for your review is a
copy of Title II Issue Papers being circulated by the
Working Group forcomment prior to the first SCC meeting
20 November. (A second meeting?wi.ll be held 27 November.)
? This material'has been forwarded by
Tony Lapham to all DCI components
for review and comment.
? From this review and comment, the DCI's
position should emerge.
? OGC will be receiving the positions of
other agencies on the issues and will
prepare amatrix, such as you used for
the Title I SCC, which indicates where
everybody stands on each issue.

NOTE: It is not clear, per Tony's forwarding
memo, who is to be the focal point for
collecting DCI component comments (other
than yourself) and preparing the DCI
position. To facilitate your decision-
making, the same sort of matrix should
be developed showing the views of the
DCI components on each issue. I recom-
mend that, at Monday's Staff Meeting,
you direct all components to make their
views known on each issue to OGC for
compilation in such a matrix.
? Additionally, I understand OGC will prepare a
spread sheet showing how some of these key
issues were handled in the E.O., in S.2525
and in the Administration's position.
