Memorandum - October 1977 Meeting g. The meeting will conclude with adjournment of the Saturday morning business session. However, the Tower Lounge will be open all day Saturday, including during the normal cock- tail hour, and may be open on Sunday morning for several hours, dependent upon the number of people who are staying over. h. There will be a men's golf tournament on Friday afternoon at The Homestead Course with an entry fee of $10.00 (for prizes) to be paid to the Club Pro by Council members before teeing off. The Club Pro will assist members and guests wishing to make up foursomes. It is important that starting times be made well in advance. i. Round-robin tennis tournaments will be held on Friday and all arrangements wil] be made by the Tennis Pro, Mr. Pat Haynes. Gentlemen will play on Friday afternoon and a $10.00 entry fee should be paid by Council members to Mr. Haynes. Details for ladies' play are in the attached schedule on ladies' programs. j. Coffee service will be available in the Dominion Room for the gentlemen during the meeting breaks. There will be telephones on the upper level of the Commonwealth Room for outgoing calls to be made during the breaks. k. Dr. James Harnsberger will be in residence at The Homestead for the duration of our meeting. His room number will be posted on the bulletin board in the Tower Lounge and anyone who has need of medical services can reach him in his room, or through the hotel switchboard. 1. For the convenience of our guests a panoramic layout of The Homestead is available at the front desk. This shows sports facilities, shops, function rooms and public areas. There is also a complimentary map of mountain trails and Cascades stream for hiking, riding and fishing buffs. Dress .. . Casual sportwear is recommended for. daytime wear. Walking shorts, mini skirts, slacks and turtleneck shirts may be worn in the dining room for breakfast and luncheon. Tightfitting and abbreviated attire is not allowed. Gentlemen must always wear coats while dining. Bathing suits are restricted to the pool area and guests must wear robes over suits when passing through the hotel. COFFEE HOUR Coffee, tea.and pastries will be available for the ladies in the Tower Lounge on Friday and Saturday mornings at 9:30 a.m. GOLF There will be prizes for the ladies, without an entry fee, using the Caloway System to determine the winners. It is a proven and workable system and it makes all scores very close, tending to favor neither the low nor the high handicap player. All cards for complete rounds of play on any of the courses on Friday only should be filled out legibly and turned in to the Council staff in the Valley Room immedi- ately upon completion of play. If the cards are turned in all at one time just prior to the dinner, there simply is not enough time or manpower to make the calculations and announce the prizes that evening. It is of the utmost importance to you that starting times be arranged in advance. As the Upper Cascades is a favorite with the ladies, we reserve starting times for 16 players (4 foursomes) at convenient hours on both Friday and Saturday mornings. The Postmaster General became the 61st person to hold this office on February 16, 1975, after having served as Deputy Post- master General and Senior Assistant Postmaster General for Support. He is the second Postmaster General to hold the post since the U. S. Postal Service was created as an independent establishment in 1970. Before joining the Postal Service, Mr. Bailar was Vice President of International Operations, American Can Company. Born in Champaign, Illinois, Mr. Bailar graduated from the University of Colorado with a BA degree in geology in 1955. Following two years as an officer in the U.S. Navy, he received an MBA from the Harvard Graduate School of Business Administration in 1959. Married to the former Anne Tveit, they are the parents of a daughter and a son. JOHN BRADEMAS, Majority Whip of the House of Representatives Born in Mishawaka, Indiana, Representative Brademas received a B.A. magna cum, laude from Harvard University in 1949 and a Doctorate in Philosophy from Oxford University in 1954, where he was a Rhodes Scholar. He had served in the U.S. Navy in 1945-46 and for a brief time was assistant professor of political science at St. Mary's College, Notre Dame. He first cut his teeth on Capitol Hill by working for Senator Pat McNamara, Representative Thomas Ashley, and Presidential Nominee Adlai Stevenson. In 1958 he ran for Congress on the Democratic ticket to represent the Third District of Indiana. He was elected to that 86th Congress and has been reelected to each succeeding Congress. He was majority whip of the 92nd; chief deputy majority whip of the 93rd and 94th; and is again majority whip of the present 95th Congress. His committee assignments include membership on Education and Labor, House Administration and Joint Committee on the Library. He is keenly interested in education and serves on numerous boards and advisory committees. In 1938 his father was assigned to Montreal, but, in 1945, refused to return to Polant to serve in a Communist Government, and the family settled in Montreal. In 1949, Mr. Brzezinski graduated with first class honors in economics and political science from McGill University, and received his M.A. a year later. In 1953, Harvard awarded him a Ph.D. degree in government and offered him a position as an instructor and research fellow at its Russian Research Center. In 1960 he accepted the post of associate professor of government and public law at Columbia Uni- versity. He became a full professor at Columbia in 1962 and, except for two years as a member of the State Department Policy Planning Council, was still at Columbia when he accepted his present position as National Security Adviser to The President. Mr. Brzezinski is married to the former Emilie Benes, the grand- niece of Eduard Benes, the former President of Czechoslovakia. They are the parents of three children. Mr. Brzezinski was naturalized as an American citizen in 1958. JOSEPH A. CALIFANO, JR. , The Secretary of Health, Education & Welfare Born in Brooklyn, a graduate of Holy Cross and of the Harvard Law School, Secretary Califano first came into government service i.n 1961 as a special assistant to Cyrus Vance, then the general counsel of the Defense Department. He moved over to the Army Department in 1962 and was named its general counsel in 1963. In 1964, he became special assis- tant to both Defense Secretary McNamara and Mr. Vance, who was then Deputy Secretary of Defense. In July 1965, he moved from the Pentagon to the White House, having been chosen to succeed Bill Moyers on the White House staff of President Johnson. For the next four years he was the President's chief adviser on domestic issues, being heavily involved in a reorganization of the Budget Bureau and creation of the Department of Transportation. When President Johnson left the White House, Secretary Califano teamed with well-known defense lawyer Edward Bennett Williams and was in this litigating law firm when called by President Carter to join his Cabinet earlier this year. Secretary Califano is married to the former Gertrude Zawacki. They are parents of two sons and a daughter. SIDNEY HARMAN, Under Secretary of Commerce Dr. Harman was born in Montreal, Canada and reared in New York City. He received his B.S. degree from the City College of New York in 1940 and went on to postgraduate work at Brooklyn Polytechnic Institute and New York University. He received his Ph.D. in social psychology from the Union Graduate School in Yellow Springs, Ohio in 1973. Before coming to Washington, Dr. Harman was Chairman and President of Harman International Industries, Inc., a multidivision manufacturer of high fidelity audio instruments and many other products. JUANITA M. KREPS, -The Secretary of Commerce Secretary Kreps was born in Kentucky, graduated from Berea College in 1942, then earned her master's and doctoral degrees at Duke University. After teaching in California, Ohio and New Xork, she returned to Duke and joined the faculty of the University in 1955. Her husband, whom she had met while a graduate student, teaches at the University of North Carolina. At the time she joined the Carter Administration, Secretary Kreps was Vice President of Duke University, a professor of economics at the same university, a member of the Board of Directors of the New York Stock Exchange (the first woman ever appointed to that govern- ing board), and was serving on several corporate boards. She has served on a long list of commissions and committees, and last year was awarded the North Carolina Medal, that State's highest honor. Secretary Kreps' specialties have been in labor and management problems, with particular emphasis on women and the aged. As an author, her books include "Lifetime Allocation of Work and Income" and "Sex in the Market Place: American Women at Work." Secretary Kreps and her husband are the parents of three children, all in their early twenties. DAV I D M . L ILLY , Member, Board of Governors, Federal Reserve System Governor Lilly is a native of St. Paul, Minnesota, who graduated from St. Paul's Academy in Minnesota and received his B.A. degree from Dartmouth College in 1939. During his years with Toro, he continued his early interest in banking, serving as Chairman of the Minneapolis Branch of the Federal Reserve Bank and as a director on several banks in the state of Minnesota. Married to the former Perrin Brown, they are the parents of two sons and a daughter. RUSSELL B. LONG, Chairman, Senate Finance Committee The son of parents who both served in the U.S. Senate, Senator Long has represented the State of Louisiana in that distinguished body for almost 29 years. He was first elected in November 1948 and has been re-elected to every succeeding six-year term since. He was born in Shreveport, educated at his State University, where he went on to earn his law degree in 1942. While in law school he was elected to The Order of the Coif. His career in the Senate has been oustanding and has included a term as the Majority Whip. Among his committee assignments have been those on Commerce, Foreign Relations, and the Merchant Marine Subcommittee. He is currently the Chairman of the powerful Finance Committee and alternate Chairman of: the Joint Committee on Internal Revenue Taxation. Senator Long is married to the former Carolyn Bason. JOHN J. t~icCLOY, Partner, Milbank, Tweed, Hadley and McCloy Mr. McCloy, partner of the law firm of Milbank, Tweed, Hadley and McCloy, has served as Assistant Secretary of War, President of the World Bank, U.S. High Commissioner for Germany, Chairman of the Ford Foundation, and Chairman of the Chase Manhattan Bank. He has also served in numerous advisory capacities in the Government. Mr. McCloy was born and raised in Philadelphia, graduated cum laude from Amherst College and went on to earn his law degree from Harvard in 1921. For the next 20 years he practiced with New York law firms until brought to Washington as a consultant to the Secretary of War in 1940. Mr. McCloy is married to the former Ellen Zinsser. MOORE , J R . , Chairman, Export-Import Bank of the United States Mr. Moore was born in West Palm Beach, Florida in 1929. He holds an A.B. magna cum laude from Harvard College in 1951; attended Balliol College as a Rhodes Scholar and received a B. Litt. in 1953. In 1956, he received his law degree magna cum laude from Harvard Law School, serving as vice president of the Harvard Legal Aid Bureau in 1955-56. Since 1956, Mr. Moore has been with the Atlanta Taw firm of Alston, Miller and Gaines, specializing in corporate finance, real estate finance and tax and securities law. He lectured in forensic psychiatry at Emory University Medical School from 1961 to 1971 and in law and medicine at Emory University Law School from 1961 to 1965. He also taught corporate law at Woodrow Wilson College of Law. Mr. Moore has served on many advisory committees dealing with Mental Health, was chairman of the Georgia Commission on Mental Health and co-chairman of the Citizen's Task Force on Health. Married to the former Hope Trumbull, they are the parents of 5 children. CHARLES L. SCHULTZE, Chairman of the Council of Economic Advisers In 1968 Mr. Schultze left the government, which he had served almost continuously since 1952. He was recalled in January of this year when appointed by President Carter to be Chairman of the Council of Economic Advisers. Born in Alexandria, Virginia, Mr. Schultze began his college education at Fordham University, which was interrupted by three years of Army service in World War II. He resumed his education in 1946 and received his B.A. and M.A. degrees from Georgetown University and his Ph.D. in economics from the University of Maryland. While earning his degrees, he was also working full time, first at the Democratic National Committee during the 1958 campaign and then at a variety of Federal agencies. He began his Government service in 1952 as a staff economist at the Office of Price Stabilization, then moved to CEA, again as a staff economist. He left CEA in 1959 to teach at Indiana University, but resumed government work in 1962 as Assistant Director of the BOB. At age 40, in 1965, Mr. Schultze became the youngest ever to be Director of the Budget Bureau. He resigned in 1968 and, until joining President Carter's Administration, had been a Senior Fellow at the Brookings Institution and an economics professor of the University of Maryland. SOMMER, JR. , Partner, Jones, Day, Reavis & Pogue Mr. Sommer was born in Ohio, received his B.A. degree from the University of Notre Dame in 1948 and his law degree from Harvard Law School in 1950. After being admitted to the Ohio bar, he joined the Clevland firm of Calfee, Halter, Calfee, Griswold and Sommer in 1950 and was a partner from 1960 until 1973. From 1973 to 1976, Mr. Sommer was a Commissioner of the Securities and Exchange Commission. During this time, he was Chairman of the Commission's Advisory Committee on Corporate Disclosure. He has written several books and contributed numerous articles to professional journals. Mr. Sommer is a member of numerous advisory boards and committees concerned with corporate law and is a director on several corporate boards. He devotes a great deal of time to advising law schools and universities and is currently Vice Chairman of the Univeriity of California Securities Institute. He is presently a partner in the Washington law firm of Jones, Day, Reavis & Pogue. Married to the former Storrow Cassin, the y are the parents of two daughters and a son. ROBERT S . S T RA U S S , Special Representative for Trade Negotiations Ambassador Strauss is an attorney and a former Chairman of the Democratic National Committee. A Texan by birth, he received his law degree from the University of Texas in 1941 and has actively practiced law in Dallas since 1945. Before taking his current post earlier this year, he was Chairman of. the Strauss Broadcasting Co. in Dallas and of the Valley View State Bank, also in Dallas. From 1968 to 1972, he served as national committeeman from the state of Texas and during the 1968 national election, was co-chairman of the Humphrey-Muskie campaign in Texas. In March 1970 he was elected treasurer of the Democratic National Committee and served as Chairman of its National Finance Council. During the 1972 elections, Ambassador Strauss served as chairman of the National Committee to Re-elect a Democratic Congress and became chairman of the Democratic Nationa] Committee in 1972. Ambassador Strauss is married to the former Helen Jacobs and they are parents of 3 children. A native of Highland Park, Illinois, he entered Amherst College in 1941, received an appointment to the U.S. Naval Academy in 1943 and graduated in the Class of 1947. One year out of the Academy, he entered Oxford University as a Rhodes Scholar for work on his Master's degree. In May 1970, after a variety of naval assignments at sea and on shore, he was promoted to Rear Admiral and soon assumed command of a Carrier Task Group of the Sixth Fleet, after which he directed the Systems Analysis Division in the Office of the Chief of Naval Oper- ations. In August 1974, following two years as President of the Naval War College at Newport, he became Commander of the United States Second Fleet and NATO Striking Fleet Atlantic. In August 1975, one month prior to his promotion to Admiral, he became Commander in Chief, Allied Forces Southern Europe, with headquarters in Naples, Italy, and it was from this command that he returned to Washington to assume his present duties. Admiral Turner and his wife, Patricia, have a married daughter who lives in San Diego, California. Their married son, Lt. Geoffrey Turner, lives in Washington, D.C. and is with Naval Intelligence. AL U LLM AN, Chairman, House Ways and Means Committee Representative Ullman was born in Montana, received a B.A. degree from Whitman College in Oregon in 1935 and went on to teach at Port Angeles High School in Washington State. He earned a Master's Degree in Public Law from Columbia University in 1939, served as a communications officer in the Pacific in the U.S. Navy during World War II, and was a real estate broker and builder before being elected in 1956 to serve in the 85th Congress from Baker, Oregon. He has been re-elected to each succeeding Congress since that time. Representative Ullman's Congressional District is one of the largest in the nation. His legislation has added thousands of acres to Oregon's irrigable land base and encoursged development in rural regions. He is currently Chairman of the House Committee on Ways and Means and as such alternates with the Chairman of the Senate Committee on Finance as Chairman of the Joint Committee on Internal Revenue Taxation. In 1975, Representative Ullman was principal author of the Tax Reduction Act of 1975 and also led efforts that resulted in enact- ment of the Tax Reform Act of 1976. Before joining the UCLA faculty in 1970, Mr. Williams was Chairman of Norton Simon Inc. Previously, he was President of Hunt-Wesson Foods Inc. and Hunt Foods and Industries Inc. A native of Philadelphia, he received a B.A. from UCLA in 1946 and a J.D. from Harvard Law School in 1949. After a year of private law practice in Los Angeles, he served in the U.S. Array as a legal officer, from 1950 to 1953, then returned to the law firm. In 1955, he joined the legal staff of Hunt Foods, and was elected President in 1968. When Norton Simon was formed, which was a consolidation of Canada Dry Corporation, Hunt Foods, and McCall Corporation, he was named Chairman of the new company's finance committee.
