Each of you who graduates today wore the badge of the professional when you arrived at Quantico. If you depart satisfied that that shield has been burnished bright- er by attendance at this Academy, our purpose will have been achieved. The need for professionalism in law enforcement is abso- lute. We must be prepared to cope with a broad range of crimes-- organized crime, white collar crime, ceaseless and often deadly street crimes, and acts of terrorism. We must do so in a manner that demonstrates to all not only the depth of skills and efficiency of modern-day law enforcement, but its keen respect for individual rights. We have been happy to welcome all of you to the FBI National Academy Program, and I want you to know it gives me a feeling of intense satisfaction to congratulate representatives from 49 States of the Union, the District of Columbia, Puerto Rico, three branches of America's Military Services and five other Federal agencies, as well as five foreign countries--Brunei, Canada, Egypt, Malaysia and the Philippines--on completing this course of instruc- tion. We commend' all of you on your work here, and we in the FBI desire to reemphasize our belief that reciprocal voluntary coopera- tion is the key to effective law enforcement.
