morning and learned that you...may visit Bay or University. I
am taking the liberty . of. enclosing a list of previous.Koeppler
Institute lecturers so.that you may be.informed about'.the qual-
ity.of,the.program.
We are delighted.that if.you,should come Mrs. Turner would ac-
company you...We will provide round trip air fare reimbursement
for you.and your wife-from-Washington to, Dallas as well as an
honorarium of $1,000.'. You will be met by me at-the Dallas
airport and. be. brought directly to Waco in the Baylor plane
and returned in.the same manner to.DFW for your. onward flight
to Washington.
Lrelated to Mr. Moore that a number of Baylor faculty and
Wacoans have participated in Wilton Park conferences and that
you could.expect.a number of them to attend the public lecture.
It is my hope.that you may.give us a . favorable, response. at
which time I will.issue.invitations for an off-the-record dis-
cussion which we normally begin at 10:30 in the morning and
end it with.the discussion continuing.through a luncheon. The
public lecture could either'.be.that evening or the preceding
one.
A restored Victorian house on.the campus serves as our. guest
quarters and we would offer you one of the guest rooms-if that
would meet with your approval... Several motels exist in the
neighborhood where we. could readily,place you if you preferred
,that type of accommodation.

SUBJ: Visiting Lecturer, Heinz Koeppler Institute, Baylor University
1. I spoke with Dr. John Belew (VP for Academic Affairs) today on the
possibility of your attending as a visiting . lecturer: The dates. we discussed
were 16 and 17 February. On the first day you would give a public lecture
and on the second day participate. in an off-the-record discussion with opinion
leaders of the community.
2. The university would provide the following:
- Roundtrip coach fare for you and Mrs. Turner from Washington to Dallas.
- Lodging and transportation'-(university plane will meet you at Dallas
and return after visit).
Honorarium of $1,000.
3. The danger I see in.your doing this is setting a.precedent for too low
an honorarium. On the other hand, it does tie. in well with the Mexico trip
and Belew says it is a prestigious program (he also said there would be a
good size group of former Wilton Park people).
4. Shall I accept?', 'Yes
P.S. I did check with American Airline' d the roundtrip fare to Mexico
is $820.00 for two. You are presently nfirmed for departure on the 14th
vice the 15th. W

Dear Admiral-Turner:.
Before Sir Heinz-Koeppler's premature death.on.April 1, 1979,
he had mentioned to me that he had discussed with you the
possibility of-your participating as a guest. lecturer in the
"Institute for the Study of the Interaction of Foreign and
Domestic Affairs" . atBaylor University.
This Institute has now proceeded for one-year since his death
in a fashion that would please him very much.' The standards
.that he set-and the momentum that he.provided for it are un-
doubtedly responsible for the permanent place that it has
assumed on our campus. This outcome would.not surprise any
Wilton Park participant.
I would be very pleased if you would consider an invitation
to participate in this Institute for one day some. time during
the upcoming academic year, 1980-81. I realize that your
responsibilities are heavy ones but we would be-willing to
arrange our schedule in any way that would accommodate you.
