SUBJECT: Overt Collection of S&T Intelligence--and.
the Political and Economic Intelligence
Problem (C)
I was pleased with the recent efforts of your Scientific
and Technical Intelligence Committee (STIC) to identify
courses of action to improve the overt collection of S&T
intelligence. (C)
While policymakers may well be formulating policy and inter-
national negotiating postures on.incomplete or weak under-
standing of foreign S&T, implementation of the recommended
actions from the STIC study should measurably improve our
posture in this arena. I encourage rapid pursuit of this
effort and would like to be kept abreast of your progress. (S)
In reading the STIC report, I was impressed with the methodology
related to identifying problems, implications for policy-
makers, and recommended actions. I would like to see this
same approach applied to our yet unsolved political and
economic intelligence problems. (S)
