March 1, 1977 Admiral Stansfield Turner, USN Director Central Intelligence Agency Washington, D.C. 20505 As you know, the Council may admit to membership each year up to 20 young men and women for five-year, non-renewable terms. These memberships are restricted to individuals who at the time of their election are under 31 years of age. As a member of the Committee on Membership, I am continuing to serve as chairman of a panel with special responsibility for locating and screening candidates under 31 to bring to the Committee's attention. I am therefore writing to ask if you can recommend one or two outstanding young men or women who you believe should be given consideration. For your infor- mation and so as to preclude the possibility of nominating someone who has already been elected, I am enclosing a listing of the 78 term members pres- ently in the Council. Your personal appraisal, including your judgment of the individual's potential in his field and his likely interest in Council work, is most important. In addition we need fairly detailed biographical information, including date of birth. Although not required, one or two further letters of endorsement would be helpful, but in any event we hope you can provide the names of several Council members who know the individual. Should you nominate more than one person from the same organization, please suggest the priority in which you feel they should be considered. We are very much interested in nominations from business, finance and law, as well as from government and the academic world. Any assistance you can give in this project will be greatly appreciated. So that nominations can be considered at the meeting this spring, I must receive them by May 1 at the latest (in care of the Council). If you have recommended someone previously whose candidacy is still pending, it would be helpful to have information on recent activities or new career developments.
