? 1. Purpose. To outline procedures and designate responsibili-
ties for t ze Commissioning Ceremony for JOHN HANCOCK (DID -98U) .
2. Information.
a. JOHN TH NCOCIIC (DD-981) will be commissioned at 1100,
10 March 1979 at Ingalls Shipbuilding, West Bank Facility,
Pascagoula, _ Iissippi. Rear F.dmiral H. A. Benton, Commandant,
Sixth Naval District will read the commissioning directive.
b. Upon completion of the Commissioning Ceremony all
guests will be invited aboard for an Open House and general
visiting of the ship.
3. Action. All Personnel will follow the schedules and
procedures and carry out the specific duties assigned in
enclosures (1) through (13).
4. Cancellation. This notice is cancelled upon the completion
of the required action and for record purposes on 30 :larch.. 1979.

DETAILS OP THE CEREN"NONY
0 PURPOSE. This enclosure sets forth the physical arrangement
of equiTnt, personnel and platforms and promulgates other
miscellaneous procedures not covered in other enclosures.
2. TENTS. ISD will provide adequate tent coverage for the
seating of JOHN HTCOCK guests. ISD will provide two tents,
60' X 60' rigged together to create an area 120' X 60' to
cover seating for approximately 1203 guests. The center of
the covered area will be immediately opposite the speaker's
podium.
3. OFFICIAL PLATFOPJJ1 and SPEAKERS POfIU-".
a. The Platform Guests of the Official Party will be seated
in the area of the Starboard Quarterdeck (Enclosure. 12 pertains).
b. The Speaker's Podium will be attached to the Ship
immediately outboard of the official platform area.

5. BAND. A band stand will be set up on the pier, adjacent to
the western edge of the seating tent. The band is to be the
COMEIGHT Naval Band. All arrangements are being handled by SUPSHIPS.
6. Members of the crew will be stationed onboard to raise the
Ensign, Jack and Commissioning Pennant (Shown below).
Immediately after the ceremony the Jac?-., Ensign and Commissioning
Pennant will be replaced by a second set and the originals will
be delivered immediately to the Executive Officer by S',,71 DIC! ENS.

1. Sequence of Events - Prior to commencing the cereriony~
a. The official Party with Platform Guests will depart
SUPSHIP Administrative Building in reverse order of seniority.
b. Upon arrival at the Commissioning Berth, platform
members of the Official Party will be directed to the foot of
the Forward Brow where the Prospective Commanding Officer will
greet them. They will proceed up the Forward Brow and he
greeted by the Prospective Executive Officer and Chief
I?aster-.,t-Arms, and Senior Enlisted Advisor. They will be
escorted to the weather break where they will remain until.
individually introduced by the Propsective Executive Officer.
Chairs will be provided for the guests' comfort while aWaiting
their introduction.
c. Upon his arrival, the Principal Speaker will be
greeted by the Prospective Commanding officer and the Band.
will sound "Attention" on the bugle. At this point, the
Ship?s Crew and Honor Guard will come to attention.

2. Sequence of Events ... After J01. 1-11' is Commissioned 3
a. After reporting for duty to C ..PT D?`LLA t"t"M , the Commanding
Officer will request permission to break the Admiral Flag in
honor of ADM TUP.NE?. The Flag will then be hoisted and honors
subsequently rendered.
3. Honors will be rendered only to those guests in the Official
Party upon their departure from the ship. Side Honors will be
rendered, Personal Flag hauled down, and the Commissioning
Pennant broken.
4. Honors and Ceremonies Officer of the ''eck will he LTJG t?".LLA.CE.
Ten side boys will he assigned by the Senior T7atch Officer with
BP?1OWW in charge.

1. Seating for VIP's (Gold) and regular guests (Blue), will
be provided in the tent area facing the Official Platform.
VIP's are defined as:
a. Relatives of Platform Sneakers
b. Commanding Officer, Fleet Introduction Team (FIT)
c. Officer in Charge, FIT ON."
d. Operation Commanders
e. PCO's for follow on Ships
f. Other military Officers of Flag Rank equivalent
g. Commanding Officer's of Ships present in area
h. Retired Flag Officers
2. Prior to 1200, Friday, 9 iilarch 1979, LTJG Tiloolley will
elistribute the seating plan dependent upon the latest accept-
RSVP listing provided by SUPSFIP.,
The first row of Gold seating will he designated for Flag
1fficers, Wives of Official Party members, and other dignitaries.
14. All "Gold" guests will he seated by Officer Ushers.
s. Guests holding Blue tickets will be seated in the area
beside the Gold area by both Officer and CPO Ushers.

a. All visitors to the Commissioning Ceremony with the
exception of the Official Party will park outside the rain
Gate of the West Bank facility and will be shuttled to the
area of the tents at the pier in buses provided by SUPSHIPS.
I h. Traffic Control at the parking area and enroute to
the bus offload will he conducted by Ingalls Security Department.
c. Four buses will be provided by SUPSHIPS. Shuttle runs
iill commence at 0930. Upon completion of the Open House,
(buses will commence runs to the parking lot.
d. There will be some people leaving at the end of the
(ceremony and others at the end of the open house and a few
in between, SUPSHIPS will shuttle buses before and after the
ceremony until 1330.

2. PROCEDURES.
a. Buses will drop guests off at the northern and of the
tent area. Signs will he posted in the aisles designating seating
'areas for the gold and 'glue ticket holders. Gold ticket holders
,sill be escorted to their seats by ushers and all others will he
directed to their specific seating areas.
b. In order to fill all available seats in an ! peditious
er ushers will request their guests fill all seats forward
st, then work to the rear. Ushers will be placed at the
entrance to the aisles as well as in the immediate vicinity of
buss offload.
c. As the Official Party arrives, ushers will be present to
escort guests to designated seats in the front row to ensur-
orderly and timely seating. Immediately following the cerem,:,;.y,
guests will then be escorted to the forward brow or to their
;vehicles.

1. WATCHES
a. Prior to manning the ship and setting the First Watch,
a watch will he set in CCS. In addition a damage control team,
radio, and signal bridge watch will he set.
b. The following watches and personnel are required to he
stationed as indicated prior to "manning' the ship and will he
so stationed prior to 0930 on the day of commissioning.-

MANNING THE s III PROCEDURES
1. The crew will be divided into two groups, one on each side
of the general seating area. Weapons Department and Navigation
Department will form up at the northern end (stern) while
Engineering, Operations, and Supply will be at the southern end
(bow). Personnel will be formed in ranks so as to present an
even height when positioned in their "?1an the rail" stations.
2. The ceremonial quarterdeck watch will he in the front of the
southern group and will board the ship via the forward brow when
"The Watch is Set".
3. When the Boatswain pipes the crew to the rail the following
actions should take place:
a. The northern group will file by column onto the ship via
the forward brow. The first man will proceed down th. side until
he reaches the speaker's area, and others will follow until the
rail is manned up to the brow. At this time the next man will
proceed to the bullnose and those following will man the rail aft
to the quarterdeck.
b. Simultaneously, the southern group will proceed up the
10or brow manning the rail from the speaker's area aft, then up
the ladder to the flight dock. Both the 0-1 level and the
flight deck should he manned.
c. The after quarterdeck watchstanders will he the last of
their group to proceed up the brow, and will take their poste ~?.
this time.
d. Seven (7) CPOs will man the rail on the 0?3 level, T.?.ti~ips,
as the first person of the southern group reaches the after.. ,-r,.-~w.
e. Nine (9) man will man the rail on the 0-4 level, wy?r'.i.
the first man of the northern group reaches the forward s~rc,
f. Four (4) men will man the rail on the 0-3 level, bridge
wing, when the first man of the northern group reaches thr: for-
ward brow.
g. 'ten manning positions d., e., and f. will tak position
inside the ship, during the ceremony, until The patch is Set".
