Dear Admiral Turner:
It is a very great pleasure to invite you or your
representative to address the students and faculty of
the Inter-American Defense College on the morning of
14 April 1980. Your acceptance would both honor this
institution and contribute substantially to the reali-
zation of our academic goals.
Our program of special presentations for which you
are invited is the concluding phase of a nine month in-
tensive, interdisciplinary program. Our students will
have completed studies in the basic tenets of economics,
sociology, and the political and military sciences, and
they will have reviewed and debated the crucial issues
that confront our world and, particularly, the Western
Hemisphere. They are unanimously interested in hearing
a description of the U.S. intelligence community and
the role of the Director of Central Intelligence in the
formulation and execution of national policy, and a sur-
vey of current prospects for the national intelligence
effort, especially with regard to congressional over-
sight.

As you may already know, the program of instruction
at the Inter-American Defense College is designed to en-
hance the professional education of carefully selected
senior military officers and civilian officials from the
member nations of the OAS in order to prepare them to
carry out undertakings requiring international coopera-
tion. To fulfill its academic objectives, the College
relies heavily upon distinguished guest speakers and sem-
inar consultants. During the past year, our program of
studies included presentations by the Honorable Alejandro
Orfila, Secretary General of the OAS, Dr. Raul Prebisch,
Governor W. Averell Harriman, and more than one hundred
other internationally-known figures from business, govern-
ment, and the academic world.
Since its beginning in 1962, the College has gradu-
ated 691 students who have represented, in the various
classes, thirteen to eighteen countries of the hemisphere.
More than one-third of our Latin American graduates have
been promoted to the Flag/General grade or have served
their governments in comparable civilian policy-making
positions. Several of our graduates currently hold
influential offices such as Minister, Ambassador, Chief
of the Armed Forces, and Chief of Service in Latin America.
We have every reason to expect that this year's students
will also be promoted or appointed to high positions of
authority in their governments.
If it should be inconvenient for you to accept our
invitation personally, your representative would be warmly
welcome. Members of my staff have already spoken with
Agency public aff and have learned,
for example, that of the Resource Man-
agement Staff, is an exceptionally able and frequent
speaker on these and related topics.
Whatever your decision, the address would be inter-
preted simultaneously into Spanish and Portuguese, although
all students and faculty understand English to some degree.
If you approved, we would plan a short question-and-answer
period after the formal presentation, and in both cases
your expression would be considered privileged.
