Dear Ms. Murphy:
Admiral Turner has asked me to thank you for your letter of
February 4th, and for your invitation for him to be the principal
speaker at the Institutional Investor Institute's Tenth Annual
Washington Roundtable in April. Unfortunately, the Admiral's
schedule is so full into the foreseeable future that it is
impossible to take on any additional commitments.
He appreciates your thinking of him, however, and wishes you
all the best for a successful Roundtable.
Si ncerely,

4 February 1980
The Honorable Stansfield Turner
Director
Central Intelligence Agency
Washington, D.C. 20505
You are cordially invited to be a principal speaker at the
Institutional Investor Institute's Tenth Annual Washington
Roundtable. The meeting will take place at the Madison Hotel
from late afternoon on April 29 through dinner on April 30.
We hope that you will speak at any time convenient for you during
the day and a half meeting, for some 30-45 minute period. Your
appearance could include opening remarks or none, if you prefer
to simply react to questions from the floor. National security
is, of course, an issue of great importance to this group. As
a key architect of our intelligence strategy, you are someone
our members would espcially like to hear.
The name Institutional Investor may be familiar to you. We run
a number of public and private meetings for investment professionals.
The Roundtable is a private gathering of a select group of leaders
of the financial community who are members of the Institute. This
group has had the honor of welcoming other prominent government
officials to the podium over the years; the attached background
memorandum lists some of these distinguished speakers.
Previous speakers at this Roundtable have found this a particularly
important and valuable meeting to address. The audience, senior
delegates to the Institute, are the chief investment officers of
the major investing institutions around the country who manage
about $200 billion in investment assets among them. This well-
informed and influential group obviously has a vested interest
in learning and understanding your points of view. Moreover,
because this meeting is held in Washington and is run quite informally,
the demands on you as a speaker would be quite limited.
To help you evaluate this proposal, we have enclosed a special back-
ground memorandum on the Institute and this meeting, along with a

Special Background Memorandum.
For
The Honorable Stansfield Turner
On The
Tenth Annual Washington Roundtable
Of' The
Institutional Investor Institute
The Madison Hotel, Washington, D.C.
April 29-30, 1980
The Institutional Investor Institute is devoted to the advanced
study of the investment business and of the political and
economic environment within which. it operates. It is not a
trade association or lobbying group. The Institute has brought
together the most important members-of the investment management
community: chief executive, investment or financial officers of
the leading banks, insurance companies, mutual funds, corporate
pension funds, investment counseling firms and brokerage houses.
The current members manage assets totaling $200 billion.
Rationale for the Roundtable
An important premise of the Institute is that there is a need for
increased dialogue between the government and the leaders of the
investment community. The Roundtable provides those leaders with
an exceptional opportunity to make their views known to this in-
fluential group from communities all over the U.S. and financial
centers in Europe.
Each speaker is asked to be on for 30-45 minutes. Discussion is
informal: the speaker can make introductory remarks or simply
call for questions as he or she chooses. Thus, the meeting need
take no more time than the period actually spent on stage. The
press is not normally-invited to attend, so that remarks are off-
the-record. A summary is distributed confidentially to all absent
members, however, so that the speaker's thinking reaches our en-
tire membership. If a speaker prefers, his or her remarks can
be on-the-record and the press invited to that particular session.
