DCI Study Memorandum #1; Review of Procedures of Classification for Security Purposes 1. Please undertake a study to see what changes to our current policies and regulations regarding classification for security purposes may be desirable. This study should cover, but should not be limited to,*the following considerations: a. Other ways to separate the dissemination of information received from highly sensitive collec- tion systems from indicators as-to what the system of collection was and its capabilities. b. Should there be a positive effort to review periodically the corpus of intelligence on subjects of keen national interest to determine how much of - that corpus is or could be downgraded to unclassified and made available to the public. c. It is requested that the Deputy to the DCI for the Intelligence Community and the Director of Intelligence and Research, Department of State, conduct such a study and that it be completed by 10 April 1977.
