Approved For Release 2009/05/21 : CIA-RDP05T00644R000601720054-0 TAPE NO. DCI A-35 Side A 9 April 1977 NOTES FROM DISCUSSION WITH LYMAN KIRKPATRICK - 8 APRIL 1977 Personnel Too many stay in their jobs'for too long a time.( Why not ask Jack Blake for a summary of those who have been in their jobs for more than three or four years). We really do need better coordination of the Community's efforts. There are too many retirees who still exert a considerable influence in the Agency. Get Jack Blake to ferret out for you which of your own people are in close contact with and strongly influenced by such retirees, This would be an area for either admonition or dis- missal. You need a tough IG. He must answer to you only (why not get the IG to send you his most recent report with follow-up noted). The IG must look upon it as his responsibility to ajudicate with the Deputies the findings that he has bringing to you those of which he can't resolve with them. DDI really feels closer to State Department than it does DDO. Approved For Release 2009/05/21: CIA-RDP05T00644R000601720054-0
