SUBJECT . DCI Study Memorandum #4; Intelligence
Posture Statement
1. I would like to explore the desirability and feasibility
of issuing an annual classified and unclassified intelligence
posture statement. The objective would be to provide a common
basis for the subsequent development of budgets-and departmental
posture statements. I recognize that intelligence is an ever
changing matter and that such a document might become badly
outdated before its successor is issued - this would have to
be taken into account. On the other hand, on neither a classified
nor an unclassified basis is such information brought together
even annually today.
2. Please conduct a study to determine whether the President's
and the Secretary of Defense's posture statements (and any others)
do not already contain much of*the information that would go into

an intelligence posture statement; to assess whether'the infor-
mation that could be compiled and published in an unclassified
statement would add substantially to the purpose of public
debate on major national issues; to assess whether a series of
"white papers" on specific issues of national interest might be
a preferrable way of disseminating classified and unclassified
intelligence to the appropriate audiences; and to consider, if
possible, overlap for duplication with existing publications
such as the DIP.
3. The Deputy to the DCI for the Intelligence Community
is requested to chair a committee with the other addressees
participating in order to conduct this study. The report should
be submitted by 1 May 1977.
