Attached for your review and comment is H.R. 5155 as reported from the Senate Committee on Commerce, Science and Transportation. The Senate Report is also attached for your review. 2. The Senate Committee amended the House passed version of H.R. 5155 and substituted the language of the Senate Landsat bill, S. 2292. While OMB did not clear our letter to the Senate on S. 2292, they did attempt to clear a Department of Commerce report as the definitive Administration position on the Landsat issue. OMB was not successful, and neither our veiws nor any other Administration view went to the Hill on these bills. A copy of our comments on S. 2292, revised to correspond to the appropriate section of H.R. 5155, is attached for your review. have them incorporated before action by the Senate. 3. Please review the attached materials and provide me your comments. Section 402 402(b). Add a new subsection (6): (6) the entity seeking to obtain the license agrees to comply with the conditions established pursuant to section 60f to meet national security concerns and internation41 obligations of the United States. Section 403 After "agencies" add the following: "and consistent with the conditions developed under section COZ) Section 607 607(a). Add the following at the end: The Secretary of Defense shall determine those conditions which are necessary to impose on any system operator to meet the national security concens of the United States. 607(b). Add the following at the end: The Secretary of State shall determine those conditions which are necessary to impose on any system operator to meet the international obligations of the United States.
