MECRANDUM FOR THE RECORD
SUBJECT: OMB Bulletin 78-10 dated 23 March 1978
1. In response to the referenced OMB bulletin, I proposed
to advise the Director of the Office of Data Processing (ODP)
and each of the Agency's functional deputy directors that their
support for the Federal Software Exchange Program had been
solicited. In discussing this matter further with ODP, however,
I found that this same information had already been provided by
them (see ODP memorandum dated 23 March 1978, attached).
2. Given that ODP had already provided information on the
Federal Software Exchange Program to working level personnel
within the Agency, I chose not to forward my originally proposed
memoranda.

.1. Paragraph 5 of this memorandum recluests you suLmit
to me Federal Information Processing Standard Software Summaries,
Standard Form 185, for common-use computer programs and systems.
2. GSA created a Federal Software Exchange Procrra
in 1976 to promote the sharing of computer programs and documen-
tation. This was within their mission under the Brooks Act
(Public Law 89-306) to provide effective and efficient utiliza-
tion of ADP resources. Mr. Frank- J. Carr, Commissioner, General
Services Administration (GSA), pointed out in a recent letter
to the Deputy Director for Administration, that contributions
by government agencies have been minimal and the Commissioner
solicited the DDA's support in stimulating participation in
the program. The DDA, in his reply to the Commissioner.
indicated that he could see possible benefits from C-r.A partici-
pation in the FSEP and that he had appointed ma as the Agency
representative for liaison with .GSA on matters pertaining to
the Software Exchange Program.
3. In a memorandum to the Deputy Director for AdmIl.nistfa-
tion, the Director of Data Processing stated he believed the
Agency should participate more actively in the CS7\ 2SEP and
that he planned to submit abstracts of current C,DP compuer
programs to the Federal Software Ixchange Center (1:S. on a
phased basis in small increments. Subsequently, hoft.ware code
and documentation Aould be forwarded when requehLed by i':7;EC
personnel. The D/UDP also stated that to minimize the
impact of this additional workload on ODP persnnc3?. he 'iould
have the abstracts prepared by one GDP division a thee and
that I would monitor this activity in my role as Agencv.repre-
sentative for FSFP. -After all ODP divisions haw! cchtributod,
D/ODP plans to solj.cit the aid of the DDA to (2,:.tend the program
throughout the?Agency.
