In response to the referenced OMB bulletin, I proposed to advise the Director of the Office of Data Processing (ODP) and each of the Agency's functional deputy directors that their support for the Federal Software Exchange Program had been solicited. In discussing this matter further with ODP, however, I found that this same information had already been provided by them (see ODP memorandum dated 23 March 1978, attached). 2. Given that ODP had already provided information on the Federal Software Exchange Program to working level personnel within the Agency, I chose not to forward my originally proposed memoranda. The Office of Management and Budget has issued Bulletin No. 78-10 (Attachment A) to emphasize cooperation in the Federal Software Exchange Program. The Director of Data Processing (D/ODP) has been assigned respon- sibility (Attachment B) for establishing and maintaining a program that will be responsive to ONE policy and supportive, to the extent feasible, of the General Services Administration (GSA) and the Agency. 2. Directorate components and independent offices are responsible for providing to the D/ODP full details concerning ADP software used in their organizations which might have some application in other agencies and which could be made available through the Federal Software Exchange Program. 3. In determining whether or not Agency ADP software can be included within the Federal Software Exchange Program, ODP and other concerned offices will give full consideration to the protection of intelligence sources and methods and any other security-related issues. Under this program, any Federal agency which develops a computer program having utility in other Federal agencies is required to provide descriptive information and a copy of the program to the centrally operated exchange. The descriptions provided by the agencies are periodically published as a catalog and this compilation is available to prospective "customer" agencies which might have a need for similar computer programs. On. On, January 13, 1978, the General Accounting Office issued Report Number FGMSD 78-11 entitled "The Federal .Software Exchange Program--A Small Step in Improving Computer Program Sharing." Agency staff members who have ' primary responsibilities for automatic data processing activities should review this report. . 3. Policy. The Office of Management and Budget fully supports this program and urges agency heads to assure that agency staff cooperate with the General Services Administration to increase software sharing, avoid unnecessary duplication and expense through the exchange, and utilize other mechanisms which have been established by GSA for these purposes. GSA created a Federal Software Exchange Procrra in 1976 to promote the sharing of computer programs and documen- tation. This was within their mission under the Brooks Act (Public Law 89-306) to provide effective and efficient utiliza- tion of ADP resources. Mr. Frank- J. Carr, Commissioner, General Services Administration (GSA), pointed out in a recent letter to the Deputy Director for Administration, that contributions by government agencies have been minimal and the Commissioner solicited the DDA's support in stimulating participation in the program. The DDA, in his reply to the Commissioner. indicated that he could see possible benefits from C-r.A partici- pation in the FSEP and that he had appointed ma as the Agency representative for liaison with .GSA on matters pertaining to the Software Exchange Program. 3.
