Your memoranduin on Guidelines for Application of OMB
Circular A-76 to Government ADP Requirenients, to the Heads of
Executive Departments and Establishments, dated 10 August 1976,
has been referred to me for response.
We are in agreement with the general desire to use ?commercial
services whenever possible. The guidance in your draft transmittal
memorandum appears in concert with our own .general approach to ADP
products. indeed, an analysis of our planned FY 1978 ADP program
shows that a substantial percentage of our ADP dollars go to commercial
sources - and we regularly consider contracting out when weighing
alternative methods of implementing our ADP programs,
As you are ?aware, we are required to protect our sources
and methods, as well as sensitive information provided by other
organizations. At times, therefore, we are precluded from using external
services. Notwithstanding this, and in order to meet the spirit of the
guidelines of Circular A-76, we plan to continue reporting directly to
our OMB Examiner on the matters covered by the circular.
