and I met today with LtCol Jim Vance, Marine Corps Public STAT
Affairs Officer and Capt Larry Moore, Executive Officer of the
Okiniawa Area Field Office, USFJ to pass on our standard briefing
information from FBIS Notice 7-2 and to get acquainted, explain our
mission, and discuss how the PAO can protect our interests here.
LtCol Vance is planning to set up a permanent file with our briefing
information in it so successors will have ready access to it. He is
also hoping to get some kind of official letter from USFJ in Yokota
stating that he is to be the official spokesperson for any public
affairs matters concerning FBIS on Okinawa. He says there is no
written statement to that effect and he really feels that he has no
authority to instruct the other services concerning what to do in
regard to publicity about FBIS. He felt a letter would help.
LtCol Vance was of the opinion that we may be in for more publicity
problems in the future. He mentioned a more active and aggressive
local Okinawan press, eager young Ryukyu University journalism
graduates, land issues, road building and military problems with the
local authorities as possible contributors to the likelihood that
FBIS will become a target in the future, in spite of our efforts to
keep a low profile.

The Public Affairs Officer, MCB Camp S. D. Butler, will be the sole
public affairs spokesperson for the Okinawa bureau of the Foreign
Broadcast Information Service (FBIS). No other DOD agency on.Okinawa
will make public releases related to FBIS. Agencies receiving requests
for information concerning FBIS.will refer the requestors to MCB Camp
Butler PAO. The Okinawa Bureau Chief for FBIS and the MCB Camp Butler
PAO will arrange terms under which the Butler PAO can release FBIS-
related information.
