All FBIS Staff Chief, Okinawa Bureau, FBIS Transfer of interim operation to Bolo Point 5 December 1949 1. In an effort to assure an orderly transfer of personnel and property needed to activate the 13010 Point station for the interim operation at 8:00 Ai; Monday, 12 December, the following procedure is established: a. On the ;morning of Thursday, 8 December three (3) recorders will be moved from the present interim site and installed at the permanent site. This leavOthree (3) recorders for the balance of monitoring up to mddnight. The Chief Lditor will take steps to Immure the maximum possible monitoring coverage for the day with the reduced number of recorders. Monitoring will be suspended be- tween midnight 8 December and 8:99--weember. LEL,IV'Phe h. From Friday, 9 Deeember up to and including if necessary Sunday, 11 December, the remainder of all eqeipment, materials, files, and supplies will be transported to Bolo Point and vied* reedy for use at 8:00 0,10:i Monday, 12 December. c.- The technical staff is expected to make all instellatione and rue all necessary tests et the site to assure prompt and satisfactory reeunption of the interim operation at- 8:00 ki4 liionday, 12 December. 2. WIIFIDENTIAL ? 2. Construction of the 32 quonsets shall be on the basis of 25 family-type units and 9 bachelor units. 3. As indicated above, provided for this project are available for additional features and have not as yet been obligated. Concurrence of this office will be obtained before any additional features for this project are ordered, and before any obligation of the above mentioned funds is made. 4. It is estimated that an expenditure of an additional will be necessary in order to properly guy the rhombic antenna poles. Details of installing the anchorage for the antenna poles were dis- cussed by during their recent review of the Okinawa plans and are repeated here as a matter of record and for your information and guidancet a. Each rhombic antenna pole should be anchored by three ground anchors with a pair of guys running from each anchor (one to the top and the other to the middle of the pole). b. Each of the three pairs of guys securing the rhombic antenna poles should be attached at equidistant points (1200 apart). c. The necessary guy kits for this construction have been requisitioned. ? 5. At such time as it can be clearly determined tat there will be funds available which are not necessary to complete the project as it is now planned, you may resubmit your plan for maids' quarters, a recreation building and a garage, or for whatever portion of such project as remains necessary after the possibilities of using local expedients described in references a and b have been exhausted. You'will proceed to Okinawa on Or about 15 September 1948 for the purpose of activating the Okinawa monitoring station. , 2. You will be in charge of all FBIB personntl assigned to this project. 3. You will be directly responsible to the Chief, FBIB, Washington, D. C. 4. You will explore possibilities of recruiting foreign national personnel, the training facilities available, the salary scales commensurate with local laws and customs, and report your findings and recommendations to this Headquarters. Upon approval by this Headquarters of a Table of Organization and salary sdales, you will recruit and employ personnel for the purpose of initiating monitoring operations at Okinawa. It is con? templated that monitoring operations will commence prior to the activation of the FBIB monitoring station in accordance with the priorities indicated on attached coverage schedule. 5.
