Zn the "Contre Gouvernement" of February 16, 1970 there
appeared an article on "The Resources of the Sea". T.alhile
the piece was of no particular in~erest, there was one
paragraph of interest in support of earlier reports on a
n~~~a delineation of Cambodian territorial waters,
"Tv~llile our territorial sea has been three miles ~_intil
now, the Covernrnent's declaration (Emt)assy Comment: T'zis
`gas rYOt been officially made yet,} solemnly affirms that
as of 27 September 1969, the width of the Cambodian terri-
torial sea is fixed at 12 nautical miles from the coast."
Alain, it must be stressed that the Embassy has neither
received nor seen any official.. paper regarding the change
in territorial water;, however, we suspect it to be true
in view of RAG interest in off-shore petroleum development,
