Undersecretary Foreign Office brought up MeIlwaine mat
CIA this naming. Said Honduras considers border marking
will never be completed without presence neutral member.
Hopes MIlwaine himself will be continued an, but if
not (repeat not) some other IAGS officer. Estimates
one year more needed. Embassy recommends compliance
request.

DCL Honduran Government was informed by TAGS Panama March /0
that MacIlwaine not available after April 30. No approach
CIA made to Embassy thereafter. Since apparently no further
communication from Honduran Embassy Washington since Feb-
ruary 26 Honduran Government seems to be letting matter
rest. However in Embassy's opinion highly desirable that
IAGS representative be present during actual demarcation
operation in order that work proceed promptly. Sugges
replacement be sent for MacIlwaine provided Honduran
Government so desires.

Department is in receipt of a note dated February 26 from the Honduran
Embassy here conveying GOH request that Robert R. MacIlwayne of the Inter-
American Geodetic Survey, who has been acting as "Mediator-Commissioner" on
Honduras-Nicaragua Joint Boundary Commission, be left in Honduras, presumably-
until termination present demarcation operation of Commission. Note says
Honduran Delegates consider his continued services indispensable.
ZAGS informs Department that technical phase of demarcation operation for
which MacIlwaybels services were made available has been completed and that he
is needed elsewhere and hence is to be transferred April 30. IAGS indicated
however would give consideration to any views Department might express recom-
mending against transfer.
Department understands EMbassy has not been inclined urge cancellation
MacIlwaynels transfer, however in view importance GOH note apparently ascribes
to his retention Department requests Embassy's comment by telegraph prior
April 15 when Department plans send reply to Honduran note.
