Re paragraph 2 Department telegram 11 to Khorramshahr repeated
Tehran 1295: Our understanding Basra regulations and past
practices remains as reported CONTEL 16 to Department (94 to
Tehran) and 20 (104 to Tehran). Pilotage compulsory for al
seagoing vessels and no exception authorized by regulations
for ships of less than 500 tons. Basra port authority tacit
exemption small Iranian ships apparently seized upon by Iran
Government in attempt prove Iraqis now attempting change rules
of-road in requiring pilots for PANAM LS1t. Fact is Iraqis
insistance Basra pilots for PANAM ships entirely consistent
with treaty provisions and Basra port regulations nearly
as we can determine.
Flying both flags is new trick not employed in past since
it did not become necessary until issuance recent Khorramshahr
port diiective. Use both flags now becoming SOP with neither
side objecting.
No Iranian army movements reported. Re IIN: Largest ship
frigate BABR, sailed 31st for Karachi and maneuvers with HAK
navy. Oiler HORMUZ sailed today earlier same destination.
Remaining Khorramshahr 4 US built PCs, 2 LSILs, two ex-Brifish
motor patrol boats, usual detachment something less than
2000 marines. 10 ex-Italian patrol boats at Khosrowabaki.
Unable observe Iraqi movements behind palm belt and strict
Iraqi border patrol precludes information from legit travelers
and smugglers.
