Turkmen expressed the hope that the talks between the Turkish and Greek Foreign Ministry
secretaries general being held in Ankara would be constructive and that progress would
be made for the protection of the trust between the two countries.
On his forthcoming visit to the United States, the foreign minister said that he would
hold talks with officials from the State Department and certain congressmen in Washington.
He noted that the main topics he would discuss were the strengthening of NATO's
southeastern flank, the Middle East and Afghanistan issues, the Iran-Iraq war, as well
as military and economic aid. Turkmen said that during his visit he would also meet
UN Secretary General Waldheim with whom he would discuss the issue of the attacks being
perpetrated against Turkish diplomats.
TEAM MEETS WITH IRAQIS ON BORDER DELIMITATION

[Text] Ankara, Mar 15 (AA)--Turkish and Iraqi teams will meet in Ankara Monday to discus://
delimitation, by up-to-date techniques, of the border between the two countries, the
Foreign Ministry announced Sunday.
The Turkish team will be headed by senior consultant to the Foreign Ministry Asaf Inhan,
while the Iraqi team will be headed by Director General of Legal Affairs Riyad Mahmud
al-Qaysi of Iraq's Foreign Ministry. A protocol on border delimitation is expected
to issue from the talks, the Foreign Ministry said.
Talks Begin

[Text] Talks have begun in Ankara between Turkey and Iraq on the redeliheation of the _
Turkish-Iraqi border in accordance with modern technical methods. The Turkish arid-Iraqi
delegations are headed by Foreign Ministry senior adviser Ambassador Asaf Inhan and by
director general of legal affairs Riyad Mahmud al-Qaysi from the' Iraqi Foreign Ministry,
respectively. A protocol is expected to be signed at the end of the talks in which the
redelienation of the Turkish-Iraqi border will be discussed as'a whole. The technical
work on the redelineation of the border will be carried out later within the framework
of the principles to be stipulated by the protocol. The redelineation of the Turkish-Iraqi
border was decided upon at' the Turkish-Iraqi'permanent committee meeting held in Baghdad on
3 May 1978.
POLITICIAN TO RETURN HOME FROM FRG EXILE

[Text] Bonn, 16 Mar (AFP)--Turkish political leader Mustapha Kemal Camkiran, who took
refuge in West Germany following last September's coup at Ankara, announced here today
that he would return to his homeland next'week. A leading member of the Turkish Workers
and Farmers Party (TIKP), Mr Camkiran said that he was returning in response to a
warning by the military junta that 275 Turks who fled the country must return or lose
their citizenship.
Mr Camkiran would be among the first of the exiles to respond to the warning. He said here
that he was returning in order to bolster efforts inside Turkey to restore democratic
rule.
Mr Camkiran also said that TIKP leaders had been jailed by the Turkish military because
they had demanded agrarian reforms and defended socialist policies. He added that the
party had about 10,000 members but was not represented in the Turkish parliament.

NEW LIBYAN OIL AGREEMENT GOES INTO EFFECT

[Text] The agreement stipulating that the payments for the oil received or to be
received by Turkey from Libya be made in the form of exporting goods went into effect
today. According to the previous agreement, Turkey was paying for 20 percent of the oil
in the form of exported goods and the rest in foreign currency.
RESOURCES MINISTER DISCUSSES ENERGY ISSUES

[Text] Samsun, 14 Mar (AA)--The oil well 'Dincer'1", where technicians of the Turkish
Petroleum Corporation [TPAO] recently struck oil, will go into regular production in a
couple of weeks, Energy and Natural Resources Minister Serbulent Bingol announced during
a field trip at the (Cinarca) port of Samsun.
Bingol said sustained production at the oil well near the border town of Nusaybin, in the
southeastern province of Mardin, would be conditional on the drilling of additional wells
in the area. Seventy percent of this year's prospecting for petroleum would be undertaken
in southeastern Turkey, he announced, with exploration also carried on in Adana and
Thrace.
TPAO and a Swedish firm were exploring together for oil in the gulf of Iskenderun, he
said. "The fact that foreign firms are interested in exploring for oil in Turkey is a
good indication of the presence of oil deposits," the minister commented.
Bingol believed the state had to own and operate coal and lignite mines needed for
?electricity production and for heating, but could transfer other coal mines not vitally
important to the private sector. For iron ore and other minerals, again the state should
keep under its own control an adequate amount to meet its minimum needs, Bingol believed,
?and return the remainder to the private sector. Legislation for this purpose would be
presented to the Council of Ministers soon, he said.

[Text] Question: What has the 26th Congress of the CPSU meant for the Soviet people
as well as peoples of other countries?
Answer: The 26th Congress of the CPSU has emerged as one of the most significant inter-
national and historic events of our time. It was a splendid congress held by the CPSU,
which has 17 million members. It acted as the representative of that huge Leninist group.
The way the big forum of the 26th Congress of the CPSU was organized, Comrade Brezhnev's
report, which creatively interpreted Leninism, and addresses made by delegates to the
congress were a sign of the way the Soviet citizens viewed the future with great confi-
dence and Leninist conviction. The congress proved once more the Communist Party's
leading Leninist role in the Soviet community, in the establishment of communism as well
as in all fields of economy, culture and existence. The Leninist unity of the party and
the strong links between the party and the people were evident.
