[Text] Inspeccion de Pueblo Nuevo, Colombia, 16 Oct (EFE)--The Venezuelan National
Guard opened fire tnday at a student rally, it was 'learned in military circles.
A military-source revealed to EFE that there were no casualties but that there were
some bruises among those who fled from the submachinegun bursts fired from several
places. The members of the Venezuelan National Guard, which entered Colombian territory,
also shot at several inhabitants of Inspeccion de Pueblo Nuevo, the same sources said:
"They insulted us and some of them broke our things," said a woman who fled with hr
young child.
"They shot like they were crazy," emphasized a Colombian peasant who was shopping at a
store.
GOVERNMENT PLANS OIL PRODUCTION CUT IN 1980

[Text] Caracas, Oct 16 (AFP)--Venezuela today reaffirmed its intention to cut its crude
oil output next year by about seven per cent as a "warning" to big Western consumers,
but said it was not in favour of a further rise in crude prices.
Humberto Calderon Berti, the minister for energy and mining, said Venezuela's production,
now about two million barrels a day, would be reduced by 150,000 barrels a day in 1980
in order to make it clear to the consumer countries that they have to introduce
"sufficiently drastic and firm" conservation policies.
Mr Calderon said, however, that Venezuela would not support a further increase in crude
prices when oil ministers of the Organisation of Petroleum Exporting Countries (OPEC)
meet here for their semi annual conference on December 17.
He said that Venezuela was much concerned about the effect of oil price increases on
the payments position and the economy of developing countries and would insist on the
conversion of OPEC's special fund into a bank with the purpose of bringing assistance
to these ,countries.
Questioned about the possibility of a new price rise being decided in Caracas, he said,
"there is nothing definitive for the December meeting and it is premature to discuss
this matter." Venezuela would "in any case" not support any increase, he added. He also
stressed the need for a long-term strategy for oil pricing.
Residual Petroleum Price Increase

[Text] Caracas! 11 Oct (AFP)--Venezuela will increase the price of its residual
petroleum by an average of $1.50 per barrel effective Sunday. Thus it will cost between
$19.60 and $26.70, Energy Minister Humberto Calderon announded here today. This is the
11th residual fuel price increase in Venezuela this year and the second in less than a
month.
