Pursuant to Paragraph 3 (d) of Executive Order No. , dated , 1944, and subject to the limitations in Paragraph 4 thereof, the is hereby directed to per- form the following functions and duties: (a) To collect directly, and through existing Departments and agencies of the Government, perti- nent information, including military, economic, political and scientific, concerning the capabilities, intentions and activities of all foreign nations, with particular reference to the effect such matters may have upon the national security, policies and interests of the United States; (b) To determine policies for, and to coordinate, facilities essential to the collection of information under subparagraph (a) hereof; (c) To conduct subversive operations abroad; and (d) To establish and maintain direct liaison with secret intelligence agencies of foreign govern- ments. 2. Subject to Paragraph 3 of Executive Order No. and Paragraph 1 (a) hereof, existing intelligence agencies within the Government shall collect, evaluate, synthesize and disseminate de partmental operating intelligence, herein defined as intelligence required by such agencies in the actual performance of their functions and duties. There is established in the Executive Office of the President a central intelligence service, to be known as the at the head of which shall be a Director appointed by the President.
