ILLINOIS, EX OFFICIO Mrs. Barbara Colby Dear Mrs. Colby: On Wednesday, May 22 at 10:00 a.m., the Subcommittee on Legislation will conduct a hearing on CIA former spouse legislation. The hearing will be held in Room H-405 of the Capitol. The purpose of the hearing is to examine the operation of the four statutes enacted since 1982 to provide benefits to certain former spouses of Agency employees, review administrative changes made by the Agency to implement the statutes, and to explore areas in which additional legislation may be necessary. As you have been a particularly effective advocate on the former spouse issue, I would like to invite you to participate in the hearing. The intelligence community's legislative requests for fiscal year 1992 have recently been received by the Committee. Your thoughts on those requests which would affect former spouses would be appreciated. I have enclosed a copy of the provisions dealing with CIARDS, and would especially invite your comments on sections 305, 306, 307, 309, 310, and 313. Those comments may be provided at the hearing or in a less formal setting if you so choose. A copy of any prepared statement you might wish to present at the hearing on the 22nd should be received no later than the close of business on Monday, May 20. Colby, former Director of the Central Intelligence Agency (1973 - 76). Thank-you for giving me this opportunity to appear before your committee in support of H.R. 5805. Two and a half years ago, my husband, our colleagues, and I appeared before this committee in support of Title VI. of the FY 1983 Intelligence Authorization Act. What was then an academic question has now become a real necessity. I bring my case to you as an example of what is happening repeatedly in this country to women of my age and my experience. I have been married to a career executive employee of the United States Government for nearly 39 years. Esteemed Members of This Committee, I believe that I now speak with more credibility than I could have two and a half years ago. I am not an isolated case. I am one of the 65 women who need and will benefit from the legislation now before you. I am here to speak for all of us. My years as a CIA wife spanned my husband's entire career in the Agency--from being the wife of a career officer assigned overseas for more than 12 years to being the wife of the Director, Central Intelligence. During that time,_ came to- know well hundreds of our wives overseas, wives of all ranks in dozens of our stations. I believe that this trust was also imposed in CIA spouses. We believe that we have fulfilled this trust.
