SUBJECT: Technology Transfer to India
1. On ?August 12, 1983, Special Assistant to
DAS/D-IETSP, Defense Intelligence Agency, telephoned NESA to
request information about the electronics industry in India and
about Indian government science and technology agreements with
other countries, including western countries. He believes that
'this information would assist in developing US technology
transfer policy toward India.

2. I have xeroxed some information from our files and
prepared a brief cover note. Since you are serving as the focal
point for the DDI on technology transfer to India, you may wish
to pass this information to anyone else who is 25X1
interested. 25X1
3. Further information is available if you believe it would
be useful: The annual report of the Department of Electronics
includes chapters on "Radar and Defense Electronics" and
"Computers and Instrumentation"; DIA should already have received
a copy. I doubt that a comprehensive list of "collaboration"
agreements between Indian and foreign firms would assist with the
technology diversion problem; however, we can loan hundreds of
pages of lists In addition,

passed to you about major industrial projects underway in
India.

INDIA: INTERNATIONAL COOPERATION IN THE ELECTRONICS INDUSTRY
Electronics Industry
A review of the Indian electronics industry, including a
summary of government export and import policies, was prepared in
February 1983 by an Indian government organization. A copy of
this document is provided as Attachment A.
Attachment B provides a list of major radar and computer
projects recently approved by the Indian government.
International Activities by Government and Business
Information about cooperation under government sponsored
joint commissions and travel by Indian officials of the
Department of Electronics is contained in Attachments C and D.
The section "Proposals for Foreign Collaboration" from the
chapter "Radar and' Defense Electronics" in the annual report of
the Department of Electronics is provided as Attachment E.
Attachment F provides a list of Indian computer
organizations that are authorized to export software.
The Indian government annually approves several hundred
technical "collaboration" agreements between foreign entities and
Indian public and private sector businesses. The names of the
contracting parties, and the products involved are announced
periodically in the press and a summary of the agreements
approved through 1981 has been published by the Indian Investment
Centre. The lists are not indexed by product category and no
further details are available. Some sample pages are provided as
Attachment G.
