Keith,
As you will recall, during the course of the recent briefing on
occupational banding you asked for our comments on preferred language for the
Authorization Conference in response to the HPSCI Authorization Bill proposal
of a Presidential Commission on Intelligence Personnel Systems, and also for
some additional data about the conversion of our secretaries and communicators
from GS to banding. The data you requested on the secretarial and
communicator conversions to banding is attached.
The Committees will he receiving a letter from the DCI regarding the
Community's views on the Senate and House versions of the "Intelligence
Authorization Act for Fiscal Year 1988." However, in order for you to proceed
with. negotiations with the HPSCI staff you should be aware that there are two
areas where we encourage your action on our behalf: 1) delete the proposal
in the HPSCI Bill to establish a Presidential Commission and if unavoidable,
substitute for the commission an independent, professionally managed study,
not to exceed three months, culminating in the issuance of a classified
report; and 3) that language in the Classified Annex be clarified to allow us
to continue to operate our personnel management systems without Committee
approval for routine procedural or policy adjustments.
