MEMORANDUM FOR MR. RICHARD V. ALLEN
THE WHITE HOUSE
SUBJECT: Proposed National Security Decision Directive on U.S.
Policy toward Micronesia-
Attached is the proposed decision directive on United States
policy toward the Trust Territory of the Pacific Islands (Micro-
.nesia) approved unanimously. August 6, 1981, by the Senior Inter-
departmental Group (SIG) on Micronesia. The draft directive is
submitted for consideration by the President.
Two changes in the directive text resulted from the final
clearance process. On page 4 of the directive, the first sen-
tence of the first paragraph now includes the phrase "To manage
the new relationship,...." to specify the purpose of the proposed
interdepartmental structure early on the page.
Also on page 4 of the directive, the list of regular members
of the steering committee now includes the Department of Justice.
The addition recognizes the central responsibility that Justice
will assume in treating claims, extradition, immigration, and
other legal issues foreseen in the free association relationship.
Copies of the final.Senior Interdepartmental Group Memoran-
dum and its Executive Summary are provided for the record.
