SUBJECT: Funding for NSDD-13
As you know, NSDD-13 requires that DOD develop a master
plan in order to implement the nuclear weapons employment
doctrine. The plan will serve as a guide for the specific
development of programs necessary to ensure proper imple-
mentation of NSDD-13.
Guidance for FY 84 will no doubt be issued prior to the
availability of the master plan. Thus, it is important
that there be sufficient flexibility in the FY 84 guidance
to permit the development of programs to support rapid
implementation of NSDD-13.
