CHARTER FOR COtNFti?TIONAL DEFENSE
The enduring objective of thei Alliance is to provide
security to the member nations, thus ensuring for their peoples
the enjoyment of those rights and values that their democratic
systems of government guarantee. To ensure this security ia:l
the future as in the past, the Alliance members participating
in the integrated military structure will put special-emphass
on eliminating deficiencies'in co~pventional forces, so that the
F:lliance will have an adequate mix of both conventional and
nuclear foxt es. Alliance leaders, are convinced ,that thes?. -?
efforts will make an essential cdptribution to the maintenance'
-_af international peace and stability and have agreed-on the
following:
1. A.goal of the Alliance is to significantly improve the
conventional military strength of; the Alliance within the next
five years as an essential contri!Dution to the ma?fnten*na#,.0* ?-
at adequate deterrent and the strategy of flexible: responss::-t.:?
2. In spite of the significantly increased military threat tb
Alliance interests, the members of the Alliance possess all- the
necessary material and human resqurces needed for this task.
3. The leaders of the United States and Canada restated their
nations' commitment to maintain their conventional force
presence in Europe, and the other! Allies agreed that they were
no less committed to maintain anc improve the readiness of
their standing forces.
4. The NATO Force Goals for 1983-41988, which have recently been
established, are designed to correct the most critical.
deficiencies in conventional capability, and the Heads' of
Government pledged their nations to make every effort to carry
them out fully in the time frame indicated.
3. In addition to meeting fully the NATO'Force Goals, the
Allies pledged to increase.conve9tional defense above that
level as the economic situation improves.
6. The leaders agreed that meeting the goals of:the Chart or.

providing for full coordination of the various ongoing defense
programs and ensuring that the best possible use is made of
available resources through establishment of overall priorities.
7. In addition to strengthening the existing force planning
process, the leaders agreed that planning should include the
need to offset with additional conventional forces the efforts
by certain Allies to meet common challenges outside of the
Treaty Area. Special emphasis should be put on improving the
readiness of reserve forces and organizing additional units.
B. While there has been significant progress in improving the
rapid reinforcement capability of the Alliance, these efforts
must continue. In this regard, the Allies applauded the
example of the recently concluded agreement for Host Nation
Support of US reinforcements by the the Federal Republic of
Germany.
9. A renewed effort will be made to improve efficiency, control
equipment costs, and achieve better rationalization,
standardization and interoperability.
10. Recognizing the advantage of the West in developing new
technologies, Allied leaders agreed that a study should be
completed on an urgent basis concerning the application of new
technologies to conventional defense.
11. The leaders agreed that there must be improvements in
ongoing efforts to ensure that the Western potential to provide
measurable improvements to deterrence through the application
of new technology is not eroded by Warsaw Pact access to that
technology.
12. NATO military authorities were directed to provide periodic
reports on priority conventional force improvements programs
and on Allied performance in meeting Alliance goals and
commitments.
