FROM: Chief, Printing and Photography Division SUBJECT: 16 January 78 Task Group Micrographics Task Group All'ENDEES: Comptroller DDS&T/NPIC DDA/ISAC IJDA/OL/P&PD DDA/OL/PPD 1. As discussed in the subject meeting, NPIC and ODE microfiche production equipment is not in compliance with standards published by the Intelligence Handling Committee (IHC), (Copy Attached). The NPIC cameras do not comply with format standards. The ODE cameras do not comply in formats resolution, or density standards, nor do they comply with National Archives standards pertaining to film processing for archival permanency, Film of archival records that is produced on the OD&E cameras has to be sent to P&PD for reprocessing through a P&PD manufactuied.manual system which has on occasion destroyed some of the film. The format which ODE indicates is unique can be filmed in PPD by a camera that produces archival quality products. 2. The proposed consolidated facility could produce a more consistent high quality product. NPIC's requirement fOr 24 hour turnaround of 20% of their production would be met through the proposed facility operating on a three shift basis and receiving and delivering work via the three courier runs per day between NPIC and PPD. The other 80% of their production which is not time sensitive would be handled on a routine basis with approximately one week turnaround from time of receipt. Handling this type of work for NPIC is not entirely different from handling work for the ground intelligence photographic project at NPIC. With this project P&PD routinely produces photographs for NPIC in an 8 hour to 5 day time frame as priorities require. This project has been handled by PPD for a nuMber of years without any serious problems. 4. Some statistics discussed differ from those contained in the consolidation paper. NPIC now states that they have six positions in micrographics instead of the seven listed in 1976, and OD&E indicates they have 160 sq. ft. of space dedicated to micrographics instead of 400 sq ft, as originally noted. P&PD would have to see the new statistics and evaluate them in relation to the 1976 surveyjbefore any changes in the consolidation paper could be made.
