1. As requested in paragraph~3b of Reference, there
follow recommendations for updating guidelines for the Nixon
Library respecting contributions from the Clandestine Service.
These recommendations are based on a review. of the DCI's pre'=~
vious guidelines (Johnson Library) and-our experiences in that
and other cases.
2. In accord with the.DCI's guidance, we would prepare to
make available materials bearing on our contributions to the
Presidential decision process on foreign affairs, national
security, and intelligence matters, excluding however the fo1-
lowing six categories:

3. It is understood that, subsequent to your review of
these guidelines with the Director, you will advise as to their
acceptability. Thereafter we will establish a means-for iden-
tifying and assembling pertinent documents, holding them, as in
the past under CS control.
